공공부문 클라우드 정책의 방향전환

    • 그런데 국내에서는 2009년말부터 클라우드를 기술로 바라보고 산업육성정 책을 시행해서 조금은 결을 달리하고 있다. 2004년 시작한 중앙정부의 정보자 원 통합정책의 연장선에서 클라우드를 기술적 수단으로 활용해 G-클라우드를 구축하여 정부는 상당한 예산절감을 달성하였지만, 국가 전체적인 클라우드 서비스 활용율은 낮은 편이다. 2014년부터 공공부문의 민간 클라우드 이용 활 성화로 정책기조를 변경했으나 여전히 주요국들에 비해 공공부문의 민간 클 라우드 이용 가능 범위가 매우 제한되어 실효성은 높지 않았다.
    • 그래서 동등한 품질의 공공서비스를 보다 저렴하고 효과적으로 제공할 수 있다면 국내 공공부문에서도 민간 클라우드를 사용하는 것이 바람직하며, 이 를 위해서는 민간 클라우드 이용과 관련된 제도들을 포지티브 규제에서 네거 티브 규제로 변경해야 한다.
    • 그리고 전세계적으로 민간 클라우드 시장과 서비스업체들이 급성장하고, AI 등 다양한 서비스가 계속 추가되고 있어 혁신을 서비스업체들이 주도하고 있다. 또 이제는 클라우드 SW 시장이 공개SW 위주로 변화했기 때문에 솔루 션 벤더 보다는 공개SW 역량을 갖춘 민간 클라우드 서비스 업체를 키우는 것이 바람직하다.
    • 따라서 주요국들이 2009~2010년경부터 이러한 정책방향에 따라 앞서 간 것 을 감안하면 보다 철저하고 근본적인 전환이 필요하다. 공공부문 클라우드 정책을 서비스적 관점으로 전환하여 민간 클라우드를 효율적으로 활용하여 공공부문 IT혁신을 이루는데 주력해야 한다. 그러러면 민간 클라우드 우선 원 칙을 확립하고 민간 클라우드 이용 범위를 대폭 확대하며, 공공부문에서 사 용가능한 서비스형SW를 많이 확보해야 한다.
    • 우선 공공부문에서도 소수의 시스템을 제외하고서는 민간 클라우드를 사용 할 수 있도록 하고, 자체 구축이 효율적임을 입증한 경우에 한해 허용하도록 해 민간 클라우드 이용을 강화해야 한다. 민간 클라우드 위주로 정보화예산 이 편성되도록 예산안 편성지침 및 집행지침을 개정하여야 하며, 지방자치단 체와 공공기관의 관련 규정도 동일하게 변경해야 한다. 공공부문의 서비스형 SW 활성화를 위해서는 EU의 혁신형 공공조달 제도를 참조하여 구매약정제도 를 통해 기업들의 서비스형SW의 선제투자를 유도해야 하며, 현행 공공부문 SW의 목록 및 기능 등의 정보공개와 표준규격 제정 등의 정책적 지원도 같 이 필요하다.
    • 포지티브 규제로부터 네거티브 규제로의 전환, 정보시스템을 소유하지 않 고 이용하는 패러다임의 전환을 수용해야 공공부문 IT혁신이 가능하며, 전세 계 IT와 SW시장의 변화의 물결에 동참할 수 있을 것이다.

    • In 2006, when Amazon launched an infrastructure service called EC2, the cloud, a big paradigm shift from the possession of information resources to the use of services, and has been rapidly spreading worldwide.
    • Since 2009 ~ 2010, major countries such as USA, UK, and Japan are actively using public cloud services understanding cloud as a service to innovate public sector IT infrastructure. In addition, they are also making efforts to establish reasonable security standards or to improve the procurement system in consideration of the use of public cloud service.
    • In Korea, however, the cloud has been understood as a technology since the end of 2009 and the cloud industry promotion policy has been somewhat different. With the central government's IT co-location policy that started in 2004, the government has achieved a considerable cost reduction by using the cloud as a technical means to build a G-cloud, but the nation-wide utilization of the cloud service is still low. Since 2014, its policy task changed as allowing public sector to use public cloud. However, the available range of public cloud in the public sector is still very limited compared to major countries.
    • So, if it is possible for public cloud service to provide effective and same quality public services at a lower cost, it is desirable to use public cloud in domestic public sector. To do this, it is necessary to change the system for public cloud from positive regulation to negative regulation.
    • In addition, the public cloud market and public cloud service companies are growing rapidly all over the world, and various services such as AI are continuously provided, innovation is led by service companies. Considering that the cloud software market has changed to open source software, it is desirable to promote public cloud service companies with open source software capabilities rather than solution vendors.
    • Therefore, to catch up major countries, a more thorough and fundamental shift is needed. We must focus on public sector IT innovation by changing technical perspective into service perspective and efficiently utilizing the public cloud. It is then necessary to establish public cloud first policy, to broaden the scope of public cloud use quite a lot, and to procure a large number of SaaS available to the public sector.
    • First, the public sector should be able to use the qualified public cloud except for few systems, and legacy IT project or private cloud must be allowed only if it proves to be more beneficiary than public cloud. The budget guidelines should be revised so that the IT budget is focused on the public cloud, and the related regulations of the local governments and public institutions should be changed as same. In order to promote SaaS in the public sector, the EU's PPI(Public Procurement of Innovation) and FCP(Future Committment Procurement) can encourage enterprises to invest SaaS. It should be supported by opening the public sector’s existing application catalogs with detailed functional specifications and establishing standard specifications.
    • Transition from positive regulation to negative regulation, the paradigm shift from ownership to use will enable korean government to achieve public sector IT innovation, following the trend of global IT and SW market.
