국가기술자격은 우리나라 산업현장에서 필요한 인력을 공급하기 위한 체제 중 하나로, 국내 산업 발전과 고도화에 지속해서 이바지해왔다. 최근 4차 산업혁명 시대를 맞이하여 국가기술자격도 시대적 흐름에 맞게 변화가 필요하며, 정부도 급격한 기술진보에 따른 미래 유망분야 자격 신설 및 개편을 추진 중이다. 하지만 ICT/SW분야 국가기술자격은 자격의 낮은 효용성 문제, 시의성 및 현장성 문제, 자격의 융·복합 문제, 수탁기관 문제 등이 지속해서 제기되고 있다. 본 보고서에서는 해당 분야 전문가들의 다양한 의견 수렴 결과를 기반으로, ICT/SW분야 국가기술자격이 처한 문제점과 이를 개선할 수 있는 다양한 방안에 대해 모색해보고자 한다.
Executive Summary
National Technical Qualification is one of systems to supply the manpower required at the industrial sites in Korea, which has consistently contributed to the development and sophistication of Korean industry. For entering a new era called The Fourth Industrial Revolution, the qualification has to be changed by the stream of times. With the rapid development and advancement of technology, the government is working to create and reform the promising qualifications for future areas. In ICT/SW fields, however, there have been continuing problems, including low availability, difficulties in timeliness, lack of sites, troubles in integrating qualifications, shortage of delegated agencies. Therefore, this report aims to seek various measures to solve the problems in the National Technical Qualification in ICT/SW fields, based on the results of diverse opinions from experts in the field.
