중국은 기술 패권 경쟁, 코로나19, 친환경 패러다임 등 대내외 환경 변화에 능동적으로 대비하고자 14.5 규획(’21~’25)을 마련하여 추진중이다. 14.5 규획은 중국 산업의 고도화 전략을 마련하고 내수 확대 및 소비구조의 고도화 등을 강조한 내순환 발전과 개방 확대라는 외순환 발전이 공존하는 이른바 ‘쌍순환 발전’이 핵심 전략이다. 특히 미국의 기술규제 대응을 위해 과학기술 혁신을 최우선 과제로 제시했으며, 중진국 함정 극복을 위한 인공지능, 클라우드 컴퓨팅 등의 기술을 활용해 전 산업의 디지털 적용을 추진하는 것이 포함되어 있다. 빅데이터 생태계 구축, 기가비트 성능의 네트워크 구축, 인공지능 분야 강국 도약과 같은 디지털 경제의 활성화를 촉진하는 전략도 포함되어 있다.
한편 중국은 자국의 플랫폼 기업에 대한 독점과 데이터 해외유출 방지 등 사이버 공간에 대한 전방위적인 규제를 하고 있으며, 14.5 규획과 더불어 디지털 생태계에 영향을 미치고 있다. 따라서 미·중간 갈등이 장기화되고 중국 빅테크 기업이 규제 영향을 받는 상황은 우리 플랫폼의 시장 차별화 기회가 될 것으로 예상된다. 이에 우리 플랫폼 전략은 △신기술과 시장차별화가 적용된 새로운 프랫폼 모델의 테스트 베드 환경 조성, △K-콘텐츠 지적재산권 강화와 글로벌 M&A 추진, △사회기여 사업의 인센티브 제공을 고려할 수 있다.
Executive Summary
China is promoting the 14.5 Plan(’21~’25) to actively prepare for internal and external environmental changes, such as competition for technological hegemony, the COVID-19 pandemic, and eco-friendly paradigm. In the 14.5 Plan, the so-called ‘double cycle development’, in which the internal circulation development emphasizing the expansion of domestic demand and the advancement of the consumption structure, and the external circulation development of expansion of openness coexist, is the core strategy of the 14.5 Plan. In particular, science and technology innovation was presented as a top priority to respond to technology regulations in the United States, and it includes promoting digital application to all industries using technologies such as artificial intelligence and cloud computing to overcome the middle-income trap. Strategies to promote the revitalization of the digital economy are also included, such as building a big data ecosystem, building a network with gigabit performance, and leaping into a powerhouse in the field of artificial intelligence.
China is regulating cyberspace, such as platform monopoly, and data leakage abroad, and is affecting the digital ecosystem along with the 14.5 Plan. Therefore, the prolonged conflict between the US and China and the regulatory influence of Chinese big tech companies are expected to provide an opportunity to the Korean platform companies. Therefore, platform strategy can be considered that △creating a test bed environment for a new platform model to which new technologies and market differentiation are applied, △reinforcing K-content intellectual property rights and promoting global M&A, and △providing incentives for social contribution projects.
