메타버스에 대한 관심이 커지고 글로벌 기업 투자가 구체화되면서, 해외 주요국을 중심으로 메타버스 육성, XR/NFT 등 메타버스와 밀접한 분야 관련 정책 발표가 늘어나고 있다. 각국은 메타버스 중요 기술인 XR에 많은 정책적 관심을 가져왔고, 최근 이를 메타버스와 연계하거나 메타버스 주도권을 목표한 정책을 준비 중이거나 일부 발표를 시작하고 있다. 우리나라는 ’21년 초부터 국가적 차원의 메타버스 전략 수립을 준비하여 2022년 1월에 ‘메타버스 신산업 전략’을 부처합동으로 발표한 바 있다. 본 보고서에서는 각국의 메타버스 정책 발표 내용을 구체적으로 살펴보고, 향후 국내 메타버스 육성 정책 고도화를 위한 시사점을 제공한다. 미국은 메타버스의 중요 구현 기술인 XR을 미국이 과학기술 리더십을 유지해야 하는 핵심 기술 영역으로 인식하고 있으며, 공공 수요를 중심으로 민관 협업을 통한 XR 기반 시뮬레이션 등 중요 기술 개발을 지원하고 있다. NFT의 경우, 금융 안정성과 소비자 보호를 위한 관리 감독을 강화하고 있다. 중국은 국가 디지털 경제발전을 위한 첨단 산업 육성 측면에서 메타버스 지원 정책을 추진하고 있다. 2022년 11월 발표한 ‘가상현실과 산업의 응용 및 통합 개발을 위한 실행 계획(‘22~‘26)’은 가상현실(AR·VR·MR)과 5G, 인공지능, 빅데이터, 클라우드 컴퓨팅, 블록체인, 디지털 트윈 등 차세대 정보기술의 심층 통합과 ‘가상현실+산업’ 활용에 초점을 두고 2026년까지 가상현실 산업의 총 3,500억 위안(약 66조원)을 달성하는 것을 목표하고 있다. 중앙 정부의 정책 기조에 맞추어, 지방 정부는 기업 육성 기금 조성, 산업 기지 구축, 산업 활용 촉진 등 메타버스 산업 육성을 적극적으로 지원하고 있다. NFT에 대한 투자 관심도 높지만, 시장 과열을 막기 위한 규제가 본격화될 전망이다. 유럽은 메타버스를 구현하는 XR, AI, 데이터, 디지털트윈 등 핵심기술 개발을 지원하고 있으며, 유럽이 메타버스를 주도하기 위한 이니셔티브를 준비 중이다. EU 집행위원회는 ’23년 국정방향을 담은 의향서(Letter of Intent)에 메타버스처럼 새로운 디지털 기회와 트렌드를 조사할 의향을 밝혔으며, EU 집행위원 명의의 별도 성명서를 통해 메타버스 이니셔티브 준비를 위한 사람·기술·인프라의 육성 방향을 제시하였다. EU는 가상자산 규제 기본법안에 NFT 규제 내용을 우선 제외하였으나, 향후 포함될 가능성은 존재한다. 영국은 미래 중요 기술로 XR을 인식하고 XR과 산업 융합을 적극 지원 중이며, XR 산업과 연계한 메타버스의 중요성 및 대응 필요성을 강조하고 있다. 영국의 XR 산업 규모는 14억 파운드(약 2.3조원)에 이르며, 메타버스도 중요 트렌드로 부상하면서 메타버스 기업과 종사자도 꾸준히 증가하고 있다. 영국은 글로벌 암호자산 기술 허브를 목표하며, 영국 왕립 조폐국을 통한 자체 NFT 발행 계획을 발표한 바 있다. 일본은 가상공간의 비즈니스 가치 상승과 NFT 등 블록체인 기반의 관리·거래 확산을 고려하여 메타버스, Web 3.0의 잠재력, 리스크 조사 및 사업 환경 정비를 준비하고 있다. 일본이 게임, 애니메이션 등 지식재산권을 기반으로 NFT와 웹 3.0을 선도할 수 있는 잠재력을 강조하고 있으며, 2022년 7월에는 경제산업성은 웹 3.0 관련 사업 환경 정비를 위한 ‘Web 3.0 정책실)을 설치 하였다. 중동은 석유 산업에 집중된 산업구조 다각화를 위해 메타버스, 블록체인 등 미래 분야 투자 집중 및 기업 유치에 노력하고 있다. UAE의 주요 도시인 두바이는 2022년 두바이 메타버스 전략을 발표하면서 메타버스 경제 규모 기준으로 세계 10대 도시로의 성장을 목표하고 있다. 우리는 세계 최초로 국가 차원의 메타버스 전략을 수립하였으나, 국가 차원의 주도권 경쟁이 예상되는 상황에서 투자 지속 확대 및 장기적 정책 기반 마련 등 메타버스 정책 강화가 필요하다. ‘메타버스 얼라이언스’, ‘메타버스 민관 TF’를 통해 민간·학계·연구계의 정책 제안을 적극 수렴하고, 해외 협의체와의 메타버스 상호 협력 기반을 마련하여 민간 주도, 글로벌 지향 메타버스 생태계 구축을 추진해야 한다. 몰입감이 높은 고성능 메타버스 구현을 위해 XR 디바이스 기술, 반도체 기술, 네트워크 기술 등 핵심 기술 세분화 및 개발 지원을 확대하고, 메타버스 구현을 위한 기술 간 연결/통합을 촉진할 수 있는 지원 산업 연계, 기술 표준안 등을 마련해야 한다. 또한, 메타버스 활용 효과가 가시적인 분야, 시급한 대응이 필요한 경제적·사회적 이슈 해결 분야 등을 메타버스 우선 활용 분야로 선정 및 정책 역량을 집중하여 성과 창출 및 규모 확대를 추진할 필요가 있다.
Executive Summary
As interest in the metaverse grows and global corporate investment takes shape, policies related to the metaverse and XR/NFT are being announced in major overseas countries. Countries have drawn policy attention to XR, an important metaverse technology, and are currently preparing or starting to announce policies to link XR with the metaverse or to take the lead in the metaverse. Korea has been preparing to establish the national metaverse strategy from the beginning of 2021, and announced a pan-government strategy on metaverse in January 2022. This report examines the contents of each country's metaverse policy announcements in detail, and provides implications for reinforcing domestic metaverse policies. The United States recognizes XR, an important implementation technology of the metaverse, as one of focus technology areas in which the United States must maintain scientific and technological leadership, and supports the development of important technologies such as XR-based simulation through public-private collaboration focusing on public demand. In the case of NFTs, management and supervision for financial stability and consumer protection are being strengthened. China is promoting the metaverse support policy in terms of fostering high-tech industries for the development of the national digital economy. The 'Execution Plan for Virtual Reality and Industrial Application and Integrated Development ('22~'26)' announced in November 2022 is Focusing on the deep integration of next-generation information technologies such as blockchain and digital twin and the utilization of 'virtual reality + industry', it aims to achieve a total of 350 billion yuan of the virtual reality industry by 2026. In line with the central government's policy stance, local governments are actively supporting the development of the metaverse industry, such as raising funds for business development, building industrial bases, and facilitating industrial utilization. Investment interest in NFTs is high, but regulations to prevent overheating of the market are expected to begin. Europe is supporting the development of core technologies such as XR, AI, data, and digital twin that implement the metaverse, and Europe is preparing an initiative to lead the metaverse. The EU Commission expressed its intention to investigate new digital opportunities and trends such as metaverse in the Letter of Intent containing the government direction for 2023. The EU initially excluded NFT regulations from the ‘Markets in Crypto- Assets Regulation(MiCA)’, but there is a possibility that it could be included in the future. The UK recognizes XR as an important future technology and is actively supporting the convergence of XR and industry, emphasizing the importance of the metaverse linked to the XR industry and the need to prepare. The UK's XR industry is worth £1.4 billion, and as the metaverse is emerging as an important trend, the number of metaverse companies and employees is steadily increasing. The UK aims to become a global crypto-asset technology hub, and has announced plans to issue its own NFTs through the Royal Mint In consideration of the rise in the business value of virtual space and the spread of blockchain-based management and transactions such as NFTs, Japan is preparing to investigate the potential opportunities, risks, and business environment of the metaverse and Web 3.0. Japan is emphasizing the potential to lead NFT and Web 3.0 based on intellectual property rights such as games and animation. In July 2022, the Ministry of Economy, Trade and Industry established the 'Web 3.0 Policy Office. The Middle East is striving to concentrate investment and attract companies in future fields such as metaverse and block chain to diversify the industrial structure focused on the oil industry. By announcing the Dubai Metaverse Strategy in 2022, Dubai aims to grow into one of the world's top 10 cities in terms of the size of the Metaverse economy. Although we have established a national metaverse strategy for the first time in the world, it is necessary to strengthen metaverse policies such as continuous expansion of investment and preparation of long-term policy foundations in a situation where competition for leadership at the national level is expected. Through the 'Metaverse Alliance' and 'Metaverse Public-Private TF', policy proposals from the private, academia, and research circles needs to be actively collected, and the metaverse mutual cooperation with overseas consultative bodies is required to be established to promote the establishment of a private-led, global Metaverse ecosystem. Expand support for subdivision and development of core technologies such as XR device technology, semiconductor technology, and network technology for the realization of high-performance metaverse with a high sense of immersion. In addition, it is necessary to select areas where the effect of metaverse utilization is tangible and to solve economic and social issues that require urgent response as priority areas to apply the metaverse technology and service.
