    • Korea is also beginning to participate in the huge socio-economic landscape shifting from e-government to digital government. The “public software innovation ecosystem led by the government and conglomerates” that has achieved success so far is on the path of change. The ultimate goal of the digital government advocated by the OECD is to start with 'user demands' rather than suppliers, solve problems with new ideas and technologies, and connect the channels that the government immediate purchases directly, while encouraging the participation of startups. It is to create an ‘inclusive innovation ecosystem'.
    • Amidst the macroscopic changes as described above, the new promising trend “GovTech's growth” stands out, which is driving the transition to digital government. GovTech refers to all areas where private sector startups and technology firms solve government and public problems by providing innovative products and services that meet the needs of users. In this period when the role of the government, such as digital economy and government policies, is particularly emphasized to lead the era of the 4th industrial revolution, the GovTech ecosystem is very important.
    • Accordingly, this issue report looks at GovTech's global trends and best practices, and attempts to derive implications for innovation in the Korean public software ecosystem. In the software industry, which is a comprehensive knowledge industry where a horizontal and balanced collaboration structure is important, the ways to maximize the participation of new innovators such as start-ups and cooperation with existing innovators should be explored thoroughly.
