미국과 중국 간의 AI 기술패권 경쟁이 격화됨에 따라 주요 선진국들은 자립적 AI 기술생태계 확보의 중요성을 인식하고, 집중 투자 및 정책적 노력 강화를 추진하고 있다. 우리나라는 AI 기술수준 측면에서는 선진국들에 근접한 수준에 이르렀으나, 생태계 측면에서는 시장(수요)에 해당하는 AI 응용·활용 수준이 미흡한 실정이다. 이러한 상황의 핵심 원인 중 하나는 ‘기업 수요에 부합한 기술 부족’으로 확인되고 있으나, 기업들의 구체적인 기술 수요 내용을 확인할 수 있는 자료는 찾아보기 어렵다. 이에 본고에서는 전술한 문제의식 하에 수행한 연구의 주요 내용을 중소기업 부분 중심으로 정리하였으며, 구체적으로 AI 기술에 대한 국내 중소기업의 인식 및 수요를 파악하기 위해 다음과 같은 조사분석을 진행하였다. 첫째, 인식·수요 조사대상 기술을 선정하기 위해 최근 기간의 AI 기술 관련 국가 R&D 과제 정보를 수집하여 토픽모델링 분석을 진행하였다. 둘째, 토픽모델링 분석을 통해 도출된 AI 분야의 세부 기술 토픽별로 현재 기술 활용도 및 미래 활용도 전망, 기술 수용 의사, 기술 유용성, 연구개발 시급성, 국고지원 타당성 등을 파악하기 위한 설문조사를 실시하였다. 셋째, 설문조사 결과를 정리·분석하고, AI 확산 촉진을 위한 정책적 시사점을 도출하였다.
Executive Summary
As the competition for AI hegemony between the United States and China intensifies, countries are recognizing the importance of securing an independent AI technology ecosystem and are promoting intensive investment and policy efforts. Although South Korea has reached a level close to advanced countries in terms of AI technology, the level of AI adoption that corresponds to the technology market is insufficient. According to a survey, the main challenge for firms in adopting AI technology is finding technology that meets their own demands.
This report presents findings from a survey examining the perceptions of Korean SMEs concerning AI technology. Methodologically, we initially curated data on national R&D projects pertinent to AI technology in recent years, followed by a topic modeling analysis to delineate salient technological domains. Subsequently, we surveyed the perception of Korean SMEs regarding utilization, usefulness, development urgency, validity of public funding, and intention to accept technology for detailed technology topics in the AI field derived through topic modeling analysis. Our analysis culminates in the synthesis of survey results and the derivation of policy implications aimed at catalyzing the proliferation of AI technology across diverse industrial sectors.
