메타버스는 현재 가장 주목받는 신산업 중에 하나로, 주요 국가들은 중장기적인 관점에서 메타버스산업 육성을 위한 정책적 지원 및 사업 환경을 조성해가고 있다. 국내에서도 메타버스산업의 중요성을 인지하고 적극적인 지원 정책을 추진 중이다. 지속적이고 효과적인 메타버스 지원 정책 수립을 위해서는 국내 산업 현황과 변화를 파악할 수 있는 체계적인 분류체계가 필요하다. 여러 글로벌 시장조사기관에서 각자의 목적이나 기준에 따른 메타버스산업 분류체계를 사용하고 있지만, 국내 산업 현황 파악에 적합한 공식적인 분류체계는 아직 부재하다. 본 연구는 메타버스산업 현황을 조사하기 위한 메타버스 실태조사 도입을 위한 선행연구로서, 메타버스산업 정의 및 범위, 메타버스산업 분류체계를 수립하되, 신산업 발전에 따른 분류체계의 확장성을 고려하였다. 우선 메타버스 실태조사의 법적인 근거인 「가상융합산업 진흥법」의 메타버스 개념을 중심으로 메타버스 및 메타버스산업 정의안을 수립하였다. 메타버스산업 정의에 근거하여 메타버스산업 범위를 설정하고, VR·AR산업 분류체계, 글로벌 조사 기관의 메타버스산업 분류체계, 메타버스산업 구조 등 선행자료 조사를 통해 메타버스산업 분류체계(안)을 수립하였다. 작성된 내용을 토대로 산·학·연 전문가 의견을 수렴하였다. 추가로, 유관기관 및 기업체 의견 수렴을 통해서 분류체계를 개선하여 4개 대분류(△메타버스 콘텐츠 제작 및 공급업, △메타버스 전용기기, 주변기기 및 부분품 제조업, △메타버스 전용 소프트웨어 개발 및 공급업, △메타버스 지원 서비스업) 및 12개 중분류로 구성된 최종안을 도출하였다. 본 메타버스산업 분류체계(안)을 기반으로, 메타버스산업 현황 파악을 위한 실태조사가 시범 수행될 예정이다. 다만, 중장기 시계열 분석을 위한 자료 연속성 확보를 위해 메타버스산업 분류체계(안) 지속 개선, 데이터 수집/분석 안정화 기간(약 2~3년, 미공표)이 필요하다. 본 연구에서 제시하는 메타버스산업 분류체계(안)은 메타버스산업 현황을 파악할 수 있는 실태조사 등 기초통계 산출에 활용되어, 국내 메타버스산업 발전을 지원하기 위한 기반 마련에 기여할 것으로 기대된다.
Executive Summary
The metaverse is currently one of the most noteworthy emerging industries, with major countries creating policies and business environments to nurture the metaverse industry from a medium to long-term perspective. In South Korea, the significance of the metaverse industry is recognized, and active support policies are being pursued. For the establishment of continuous and effective metaverse support policies, a systematic classification system that can grasp the domestic industry status and changes is necessary. Although various global market research institutions are using their metaverse industry classification systems based on their purposes or criteria, an official classification system suitable for understanding the domestic industry status is still lacking. This study serves as a preliminary research for the introduction of a metaverse status survey to investigate the current state of the metaverse industry. It has established a definition and scope of the metaverse industry and a metaverse industry classification system, considering the expandability of the classification system with the development of new industries. Firstly, a metaverse and metaverse industry definition proposal was established based on the concept of the metaverse in the "Virtual Convergence Industry Promotion Act," which is the legal basis for the metaverse status survey. Based on the definition of the metaverse industry, the scope of the metaverse industry was set, and a metaverse industry classification system (draft) was established through the investigation of preliminary data such as the VR·AR industry classification system, global research institutions' metaverse industry classification systems, and the structure of the metaverse industry. Opinions from industry, academia, and research experts were collected based on the written content. Additionally, through the collection of opinions from related organizations and companies, the classification system was improved to derive a final version composed of 4 major categories and 12 sub-categories. Based on this metaverse industry classification system (draft), a pilot status survey to understand the current state of the metaverse industry is scheduled to be conducted. However, about 2-3 years (unpublished) of stabilization period for data collection/analysis and continuous improvement of the metaverse industry classification system are required to ensure data continuity for medium to long-term time series analysis. The metaverse industry classification system proposed in this study is expected to be utilized in producing basic statistics such as status surveys to understand the current state of the metaverse industry, thereby contributing to laying the groundwork to support the development of the domestic metaverse industry.
