    ​​​​​​ 인공지능은 이제 개별 기술이 아니다. 컴퓨팅, 데이터, 반도체, 에너지, 산업 적용, 안전·신뢰가 인재를 매개로 결합된 국가경쟁력의 핵심 기반으로 전환되고 있다. AI G3 도약을 위한 인재정책도 달라져야 한다. 교육 인원을 늘리는 공급정책만으로는 부족하며, 우리나라 특성에 맞는 전략 분야의 인재를 확보·순환·배치하고 이를 성과자원과 결합하는 국가 실행체계로 발전해야 한다. 국제지표를 종합하면 한국의 위치는 이중적이다. 국가 AI 종합역량은 세계 4~5위권으로 상위권이지만, 인재 부문 경쟁력은 이에 미치지 못한다. 국내 AI 인재의 상대적 밀도와 최상위 인재의 교육 수준은 비교적 높은 편이다. 그러나 최고급 연구자·발명가의 절대 규모, 국제 인재의 순유입, 전략 분야별 핵심인재의 임계 규모는 모두 제한적이다. 주요국의 정책을 비교하면 공통된 흐름이 보인다. AI 인재정책의 범위가 교육에서 자원 접근, 국가미션, 산업 적용, 성과관리로 확장되고 있다는 점이다. 국가별로는 강조점이 다르다. 미국은 대학·빅테크·국립연구소가 참여하는 개방형 연구생태계를 NAIRR와 Genesis Mission 등 국가 차원의 연구자원·프로그램과 연결하며, 연구자뿐 아니라 전력·냉각·반도체 등 AI 인프라 분야 인력까지 정책 대상에 포함한다. 중국은 중앙계획으로 기초·고등·직업·평생교육과 노동시장 제도를 연계하고, AI+산업·과학·민생 과제를 인재의 현장 배치 수요로 삼는다. 영국은 연구·안전 분야의 비교우위를 살려 글로벌 인재를 유치하고, 장학·헤드헌팅·전 국민 업스킬을 경제·공공서비스의 AI 채택과 연결한다. 싱가포르는 Creator(창시자)–Practitioner(실무자)–User(활용자) 3층 인재구조와 도메인 전문성+AI 역량을 겸비한 'AI 이중역량 인재'를 중심으로, 연구·컴퓨팅·기업 CoE(우수성센터)·국가미션을 좁은 공간에 밀집시키는 개방형 허브 전략을 편다. 한국은 AI대학원, SW·AI 중심대학, 디지털 인재양성, 전 생애 AI 교육이라는 폭넓은 공급 기반과 반도체·제조·공공서비스 분야의 도메인 자산을 갖추고 있다. 다만 다음 단계에서는 신규 교육과정을 늘리는 것을 넘어, 전략직무의 정의, 최고급 인재와 미션팀의 확보, GPU·데이터·실증환경 접근, 글로벌 두뇌순환, 현장 배치와 성과 환류를 하나의 체계로 통합해야 한다. 한국의 위치를 종합하면 다음과 같다. 반도체·제조·공공 디지털 기반과 정책동원력을 갖춰 AI 인재 정책에서 G3급 ‘프런티어 실행형’으로 도약할 잠재력은 있다. 그러나 글로벌 최상위 인재의 규모·유입·정착 측면에서는 미국·영국·싱가포르보다 약한 ‘산업 기반 실행형’에 머물러 있다. 따라서 미·중과 전 분야에서 총량 경쟁을 벌이기보다, 3대 메가프로젝트(AI 반도체, AIDC, 피지컬 AI)와 제조·공공 AX, 안전 등 선택 분야에서 Top 3 성과를 내는 고밀도 인재·전략을 추진해야 한다. 인재 확보·운용 방식으로 보면, 한국은 현재 국내 대학·정부사업으로 인재를 양성해 국내에 투입하는 ‘국가 파이프라인형’에 속한다. AI G3 인재강국으로 도약하려면 여기에 외부 흡인과 글로벌 순환 기능을 더한 ‘글로벌 플랫폼형’으로 전환해야 한다. 다만 미국식 완전 개방형 플랫폼이나 중국식 대규모 동원모델을 그대로 따르기는 어렵다. 대신 국내 정예인재 육성, 전략적 외부 유치, 온디맨드형 인재 순환, 국내 산업 미션을 연계한 전략 분야 고밀도 순환·운용형 모델을 구축해야 한다. 이러한 전환을 통해 한국은 인재 확보·운용 방식과 국가전략 실행·운용력을 함께 끌어올려 AI 인재강국으로서의 위상을 강화할 수 있다. 본 연구는 이를 위해 다섯 가지 전략 전환(Shift)을 제안한다. (범용·양적 인재 공급 → AI G3 미션 정예화) AI 반도체, 데이터센터, 피지컬 AI, 독자 AI 모델, AI 안전, 산업 AX 분야의 세계적 리더·엔지니어·도메인 전문가를 장기 육성한다. (인재 단품 지원 → 인재-성과자원 패키지) GPU, 데이터, 연구인력, 테스트베드, 법률·규제 지원, 조달경로를 인재·팀에 함께 묶어 제공한다. (일회성 유치·영구귀환 → 글로벌 두뇌순환) 공동 PI, 이중소속, 단기상주, 원격참여, 해외파견 후 환류를 정상적인 경력경로로 인정한다. (교육과정·개인 수료 → AX 미션팀 성과) AI PM, 모델, 데이터, MLOps, 도메인, 안전 인력이 팀을 이뤄 지역·산업·공공 문제를 해결하고, 그 성과가 채용·조달·확산으로 이어지게 한다. (부처·사업별 실적관리 → 통합 성과관리 및 지능화) 인재 밀도, 이동·잔류, 자원 접근, 현장 배치, 연구·산업·공공·안전 성과를 공통지표로 관리하고 독립적으로 검증한다. 한국형 AI G3 인재강국은 모든 분야에서 인재 총량을 경쟁하는 국가가 아니다. 비교우위 분야에서 세계적 인재와 팀이 국내외 자원을 자유롭게 활용해 연구·제품·생산성·공공서비스·안전 성과를 지속적으로 만들어내는 국가다. 제조·반도체·피지컬 AI·공공 AX라는 기반에 글로벌 인재순환과 고밀도 성과환경을 결합하고, 그 실행을 위해 주무 부처인 과기정통부를 중심으로 각 부처 역할과 협력체계를 만들어 속도감 있게 추진한다면 한국은 규모의 추격을 넘어 차별화된 실행역량으로 AI G3의 핵심권에 진입할 수 있을 것이다.     ​​​​​​ 2026년은 AI가 콘텐츠를 생성하는 수동적 도구를 넘어 스스로 목표를 해석하고 계획·실행·점검하는 에이전틱 AI(Agentic AI)가 산업 현장에 본격 확산되는 전환점으로, AI의 성격은 ‘도구’에서 ‘디지털 노동(digital labor)’으로 이동하고 있다. 이에 따라 AI 전환(AX)은 기술 도입을 넘어 일하는 방식과 조직 구조 자체를 재설계하는 단계로 진입하였으나, 국내 기업의 높은 관심과 의지에 비해 전사적 도입·내재화는 초기 수준에 머물러 있다. 본고에서는 이러한 간극의 근본 원인, 즉 에이전틱 AI 시대 AX의 핵심 병목이 ‘인재’에 있다고 진단한다. AI가 실행(execution)을 담당할수록 사람의 역할은 축소되지 않고, AI 에이전트에 권한·정책을 부여하며 전체를 조율하는 ‘설계·오케스트레이션’과 그 산출물의 성과·위험까지 책임지는 ‘검토·판단·책임’으로 확장되기 때문이다. 에이전트 도입의 규모 역시 사람이 제공할 수 있는 감독 역량에 의해 제약되어, 거버넌스가 확산의 상한으로 작용한다는 진단도 제기된다. 이러한 맥락에서, 핵심자원으로 부상하고 있는 AX 인재는 ‘도메인 전문성을 토대로 AI(특히 AI 에이전트)를 업무·조직에 이식·조율(오케스트레이션)하고, 그 산출물을 검토·판단·통제해 조직의 성과로 연결하는 인재’라고 볼 수 있다. 이러한 AX 인재는 에이전틱 AI 시대의 '핵심 자원'이다. AI 사용은 사람을 대체하는 ‘자동화’보다 사람과 협업하는 ‘증강’ 중심으로 재편되고 있다. 또한 AI로 절감한 시간이 생산성으로 이어지지 않는 ‘AI 생산성 단절’ 현상이 보여주듯, 동일한 기술의 성과도 업무· 조직을 재설계하는 사람의 ‘전환 역량’에 좌우된다. 실제로 글로벌 노동시장에서는 이러한 인재상이 ‘FDE(Forward Deployed Engineer, 현장 배치 엔지니어)’라는 별도 직무로 구체화되어 채용이 급증하고 있으며, 오픈AI·앤트로픽 등 프런티어 AI 기업들은 FDE를 고객 현장에 상주시키는 배포 전문기업을 설립하는 등 ‘AI를 이식하는 사람’에 대규모로 투자하고 있다. 그러나 AX 관련 인재의 수급은 구조적 불균형 상태로 보인다. 여기에 숙련 미스매치와 역량 검증의 어려움, 인재와 수요처의 대기업·수도권 집중이 더해지면서 중소기업·비수도권의 구조적 공백이 심화되고 있다. 이에 본고에서는 AX 인재 양성의 확대와 질적 고도화, 재직 인력의 AX 인재화와 이를 뒷받침할 정보 전달 체계의 정비, 시장에서 통용되는 역량 기준·검증 체계 구축, 중소기업·비수도권 격차 해소, 그리고 통계·데이터 기반 구축을 정책 과제의 방향으로 제언한다. Executive Summary The year 2026 marks a turning point at which agentic AI enters full-scale industrial deployment, shifting AI from a passive tool toward "digital labor." AI transformation (AX) has accordingly moved beyond technology adoption into the redesign of how work is performed and how organizations are structured. In Korea, however, enterprise-wide adoption and internalization remain at an early stage despite strong corporate interest and commitment. This study applied quantitative content analysis to 5,711 videos published between 2021 and 2025 by 20 leading YouTube technology channels, classifying them into nine technology categories. Content production was concentrated in two categories, device and platform (68.9% on a five-year average) and interaction and UX (13.3%), together accounting for 82.3%; this device-centered structure persisted across the five years. At the category level, production share and viewer engagement moved in the same direction (Spearman rho = +0.68, p = 0.042). Within categories, however, views were heavily concentrated in a small number of videos, so the median rather than the mean was used as the measure of engagement. This report diagnoses the root cause of this gap—the key bottleneck of AX in the agentic AI era—as talent. As AI takes charge of more execution, the human role does not shrink but expands, toward designing and orchestrating AI agents by granting authority and policies, and toward reviewing, judging, and taking responsibility for the performance and risks of their outputs. The scale of agentic deployment is itself constrained by the oversight capacity people can supply, and governance has been identified as a ceiling on diffusion. In this context, AX talent, emerging as a core resource, can be understood as people who, grounded in domain expertise, embed and orchestrate AI (particularly AI agents) into work and organizations, and review, judge, and control its outputs to convert them into organizational performance. Such AX talent is the core resource of the agentic AI era. AI use is being reorganized around augmentation, in which AI works with people, rather than automation that replaces them. And as the "AI productivity disconnect"—in which time saved by AI fails to translate into output—illustrates, the performance of identical technologies hinges on people's "transformation capability" to redesign work and organizations. The supply of AX-related talent, however, appears to be structurally out of balance with demand. Skill mismatches and difficulties in verifying competencies, together with the concentration of talent and demand in large firms and the capital region, are deepening structural gaps for SMEs and non-capital regions. The report accordingly proposes, as directions for policy, expanding and qualitatively upgrading the AX talent pipeline; converting incumbent workers into AX talent and repairing the channels through which information on public programs reaches them; establishing market-recognized competency standards and verification systems; closing the gaps facing SMEs and non-capital regions; and building the statistical and data foundations needed to monitor and forecast AX talent supply and demand.

    가상융합(Extended Reality, XR) 산업이 공간컴퓨팅과 생성형 AI 융합 등 세부 기술 영역 으로 빠르게 분화되고 있다. 제품 출시나 기업의 전략 발표 하나가 관련 기술 콘텐츠의 생산 구조를 단기간에 바꾸는 사례도 잦아졌다. 그러나 기업 실태조사와 특허·논문 분석은 조사 주 기와 출원·게재 시차로 인해 이러한 단기 변화를 제때 포착하기 어렵다. 유튜브 콘텐츠 선도 채널은 전 세계 기술 전문가와 얼리어답터의 관심이 비교적 빠르게 드러나는 공간으로, 업로 드 빈도와 시청자 참여 반응을 통해 기술 콘텐츠 동향을 보완적으로 관찰할 수 있는 데이터 원천이다. 본 연구는 정량적 내용 분석을 적용하여 유튜브 콘텐츠 선도 채널 20개의 5개년 (2021~2025) 영상 5,711건을 9대 기술 카테고리로 분류·분석하였다. 콘텐츠 생산은 디바 이스·플랫폼(5년 평균 68.9%)과 인터랙션·UX(13.3%) 두 카테고리에 집중되어 합산 82.3% 를 차지하였고, 이러한 기기·플랫폼 중심 구조는 5년간 유지되었다. 카테고리 수준에서 생산 비중과 시청자 참여 강도는 같은 방향으로 움직이는 양(+)의 상관 을 보였다(Spearman ρ=+0.68, p=0.042). 다만 카테고리 내부의 조회수는 소수 영상에 극 단적으로 집중되어, 참여 강도의 대표값으로 평균 대신 중앙값을 사용하였다. AI 확산은 독립 분야의 성장이 아니라 기존 콘텐츠 전반으로의 결합 형태로 나타났다. 'AI·XR 융합' 독립 카테고리의 생산 비중은 2021년 0.06%에서 2025년 1.2%에 그친 반면, 전체 영상의 AI 관련 용어 언급 비율은 같은 기간 2.6%에서 18.3%로 약 7배 증가하였다. 카테고리 단위 통계만으로는 포착되지 않는 변화이다. 이러한 확산은 채널 유형에 따라 시차 를 두고 나타났다. 개발 생태계 채널의 AI 언급 비율은 2021년 11.5%에서 2025년 44.0% 로 지속 증가한 반면, 전문 미디어는 2024년부터 본격적으로 상승하였다. 본 분석은 콘텐츠 선도 채널 생태계 내의 관찰에 한정되는 탐색적 시도에 해당하며, 분석 결과는 가상융합(XR) 기술 콘텐츠 글로벌 동향을 살펴보는 하나의 참고 신호 수준에서 활용 될 수 있다. 특히 개발 생태계 채널에서 AI 관련 논의가 먼저 증가한 양상은 새로운 기술 의 제의 조기 관찰 지점을 시사한다. 이러한 신호가 정기 실태조사·산업통계 등 기존 분석 자료 와 함께 교차 검증되는 방식으로 활용될 때, 글로벌 XR 기술 콘텐츠의 변화 흐름을 다층적 으로 이해하는데 기여할 수 있을 것으로 기대된다.

    ​​​​​​ 최근 월드 모델(World Model)은 인공지능이 단순한 언어·이미지 처리 단계를 넘어 물리 세계의 구조와 동역학을 이해하고 미래 상태를 예측할 수 있도록 하는 핵심 기술로 부상하고 있다. 이는 범용 인공지능(AGI)과 피지컬AI 실현을 위한 차세대 기반 기술로 평가되며, 로봇·자율주행·가상융합 산업 전반에서 전략적 중요성이 확대되고 있다. 월드 모델은 인간의 멘탈 모델과 유사하게 환경에 대한 이해와 미래 예측을 기반으로 다양한 시나리오를 사전에 시뮬레이션하고 최적의 의사결정을 지원한다. 기술적으로 월드 모델은 명시적, 암묵적, 시뮬레이터 기반, 하이브리드형 등 다양한 패러다임으로 발전하고 있으며, 비디오 생성, 자율주행, 자율 에이전트 등 목적별로도 세분화될 수 있다. 최근 미국, 중국, 유럽, 한국 등 주요국의 기업들은 각각 실시간 3D 가상환경 생성, 자기지도 기반 물리 예측, 합성 데이터 생성, 공간지능 구현 등 다양한 접근 방식으로 월드 모델 개발 경쟁을 본격화하고 있다. 특히 월드 모델은 피지컬AI 발전의 핵심 병목인 데이터 부족과 사전 검증 문제를 해결하는 중요한 대안으로 주목된다. 현실 세계에서 수집이 어려운 대규모 행동 데이터를 합성 데이터와 가상 시뮬레이션으로 보완함으로써 로봇과 자율 시스템의 학습 비용을 줄이고, 위험한 실제 검증 과정을 대체할 수 있다. 이를 통해 보다 안전하고 효율적인AI 시스템 개발이 가능해진다. 정책적으로 한국은 제조업 기반의 풍부한 산업 데이터를 활용해 제조 특화 물리 데이터셋과 고충실도 가상환경을 구축하고, Sim-to-Real 정합성 확보, 도메인 특화 월드 모델 개발 등을 추진할 필요가 있다. 또한 VLA, 시뮬레이션, 제조 데이터를 통합한 국가 차원의 연구개발 체계를 마련함으로써 글로벌 월드 모델 경쟁력을 확보해야 한다. 결론적으로 월드 모델은 향후 AI 산업의 핵심 인프라이자 피지컬AI, 자율주행, 가상융합 발전을 견인할 중요 기술로서, 기술 혁신과 산업 생태계, 국가 정책 차원의 선제적 대응이 요구된다. Executive Summary Recent world models have emerged as a critical technology enabling artificial intelligence to move beyond simple language and image processing toward understanding the structure and dynamics of the physical world and predicting future states. They are increasingly regarded as next-generation foundational technologies for achieving Artificial General Intelligence (AGI) and Physical AI, while their strategic importance is expanding across robotics, autonomous driving, and virtual convergence industries. Similar to the human mental model, world models support proactive simulation of diverse scenarios and optimal decision-making by understanding environments and forecasting future outcomes. Technically, world models are evolving across various paradigms, including explicit, implicit, simulator-based, and hybrid approaches, while also being specialized by application domains such as video generation, autonomous driving, and autonomous agents. Recently, leading companies across the United States, China, Europe, and South Korea have intensified competition in world model development through diverse approaches, including real-time 3D virtual environment generation, self-supervised physics prediction, synthetic data generation, and spatial intelligence implementation. In particular, world models are gaining attention as an important solution to addressing two major bottlenecks in Physical AI development: data scarcity and pre-deployment validation challenges. By supplementing difficult-to-obtain real-world behavioral data with synthetic data and virtual simulations, world models can significantly reduce the cost of training robots and autonomous systems while replacing risky real-world testing processes. This enables the development of safer and more efficient AI systems. From a policy perspective, South Korea needs to leverage its rich manufacturing-based industrial data to establish manufacturing-specialized physical datasets and high-fidelity virtual environments, while promoting Sim-to-Real alignment and domain-specific world model development. In addition, South Korea should secure global competitiveness in world models by establishing a national R&D framework that integrates VLA, simulation, and manufacturing data. In conclusion, world models are expected to become a core infrastructure for the future AI industry and a key enabling technology driving the advancement of Physical AI, autonomous driving, and virtual convergence. As such, proactive responses at the levels of technological innovation, industrial ecosystem development, and national policy are essential.

    2026년 전 세계 AI 지출은 2.5조 달러에 이를 전망이며, 그중 절반 이상이 서버·가속기·데이터센터 등 인프라에 집중된다. 이 투자의 중심에 NVIDIA GPU가 있으며, 데이터센터 GPU 매출의 약 86%를 차지하는 압도적 지배력을 유지하고 있다. 그러나 이러한 지배력은 단순히 하드웨어(HW) 성능에서 비롯된 것이 아니다. 동일한 H100 칩에서도 소프트웨어(SW) 최적화 수준에 따라 실제 처리량이 3배 이상 차이가 발생하며, NVIDIA 보고서는 AI SW 스택을 프레임워크, 컴파일러, 가속 라이브러리, 드라이버/런타임 4계층으로 구분하고, 각 계층이 HW 종속을 형성하는 기술적 경로를 추적한다. 이를 토대로 세 유형의 종속 메커니즘을 도출한다. CUDA 경로에서만 최적 성능이 발휘되는 성능 종속, JAX-XLA-TPU처럼 SW 선택이 곧 HW를 확정하는 설계 종속, 폐쇄적 드라이버 구조가 HW 대체를 물리적으로 차단하는 구조적 종속이 각각 상이한 메커니즘으로 작동하며, 이 세 유형이 중첩될 때 전환 비용은 기하급수적으로 증가한다. 아울러 vLLM·SGLang 등 오픈소스 추론 서빙 엔진과 LMCache 등 KV 캐시 최적화 계층이 기존 종속 구조를 부분적으로 완화하는 새로운 변수로 부상하고 있다. 주요국·기업을 3유형 종속 프레임워크로 분석한 결과, NVIDIA는 성능 종속과 구조적 종속의 이중 장벽을, Google은 설계 종속이라는 별도 경로를 구축하고 있으며, 화웨이는 3유형 종속 구조를 자국 내에서 복제·내재화하고 있다. 이 분석틀을 K-NPU에 적용하면, 한국 NPU 생태계는 '프레임워크 계층 진입에는 성공했으나, 컴파일러·라이브러리 계층의 성능 격차와 운영 생태계 규모 부족이 시장 확산을 제약하는' 구조적 위치에 놓여 있다. PyTorch 네이티브 지원과 vLLM 통합으로 1단계(프레임워크 진입)는 달성하였으나, 2단계(성능 종속 해소)는 진행 중이며, 3단계(운영 생태계 확보)는 초기 단계이다. 특히 2단계의 성능 격차가 좁혀지지 않으면 3단계의 운영 레퍼런스 축적이 곤란하고, 3단계의 레퍼런스가 없으면 2단계의 투자 정당성 확보가 어려운 순환 구조가 존재한다. 이러한 진단에 기반하여 종속 유형별 정책 대응을 제언한다. 첫째, 성능 종속 해소를 위해 칩 설계 중심의 R&D 지원을 컴파일러·런타임·SDK 등 SW 생태계 전반으로 확대하는 HW-SW 균형 발전 패러다임 전환이 필요하다. 둘째, 성능 종속 완화를 위해 PyTorch 호환성 확보와 OpenXLA·MLIR 등 글로벌 오픈소스 표준 참여를 통해 최적화 격차를 협력적으로 축소해야 한다. 셋째, 구조적 종속 우회를 위해 국가 AI 데이터센터 등 공공부문의 실증환경 제공으로 대규모 운영 레퍼런스를 확보하여 순환 구조를 깨야 한다. 넷째, 3유형 종속이 공통적으로 유발하는 전환비용을 가시화하기 위해 TCO 기반 평가 체계를 도입해야 한다. 다섯째, 모든 정책의 실행 주체인 AI 컴파일러·시스템 SW 전문 인력 양성 체계를 구축해야 한다. This report classifies the AI software stack into four layers—Framework, Compiler, Acceleration Library, and Driver/Runtime—and derives three distinct lock-in mechanisms: performance lock-in, where optimization asymmetries cause de facto convergence toward specific hardware; design lock-in, where framework-compiler-hardware co-design fixes the hardware path at the point of software selection; and structural lock-in, where the closed-source driver/runtime physically blocks hardware substitution. When these types overlap, switching costs increase exponentially. Meanwhile, open-source inference serving engines such as vLLM and SGLang are emerging as new variables that partially mitigate traditional lock-in structures. Analyzing major players through this framework reveals that NVIDIA maintains a dual barrier of performance and structural lock-in, Google constructs a separate design lock-in pathway through TPU-XLA-JAX, and Huawei replicates all three lock-in types domestically through Ascend-CANN-MindSpore. Applying this framework to K-NPU, we diagnose that Korea's NPU ecosystem has successfully entered the framework layer through PyTorch native support and vLLM integration, but faces a sequential three-stage challenge: Stage 1 (framework entry) is achieved, Stage 2 (resolving performance lock-in in compiler and library layers) is in progress, and Stage 3 (building operational ecosystem scale) remains nascent. A circular dependency exists between Stages 2 and 3—performance gaps hinder reference accumulation, while lack of references undermines investment justification. Based on this diagnosis, we recommend lock-in-type-specific policy responses: (1) resolving performance lock-in by expanding R&D from chip design to the full software stack; (2) mitigating performance lock-in through participation in global open-source projects such as OpenXLA and MLIR; (3) circumventing structural lock-in by creating public-sector demand to build large-scale operational references that break the circular dependency; (4) introducing a TCO evaluation framework to make switching costs across all three lock-in types visible and quantifiable; and (5) establishing talent pipelines for AI compiler and system software specialists as the execution foundation for all policy measures.

    AI 기술이 산업과 사회 전반에 빠르게 확산되면서, AI는 전기·수도·인터넷과 같은 보편적 사회 인프라로 기능하는 단계에 진입하고 있다. 이에 대한민국은 AI 기술을 통해 모든 국민의 기본적 삶과 안전이 보장되는 ‘AI 기본사회’를 국가 전략으로 제시하고, 의료·교육·복지·금융 등 다양한 공공서비스 영역에서 AI 기반 혁신을 추진하고 있다. 이러한 AI 기본사회는 기술 발전의 성과가 특정 집단에 집중되지 않고 모든 국민에게 공정하게 제공되는 포용적 사회 구현을 목표로 하며, 이를 위해서는 AI 서비스를 국민이 실제 생활 속에서 체감할 수 있는 실행 인프라가 필요하다. 이 과정에서 XR, 디지털 트윈 등 가상융합은 현실과 디지털 세계를 연결하는 공간적 인터페이스로서 중요한 역할을 수행할 수 있다. 가상융합은 시공간의 제약을 극복하여 다양한 사회 문제를 가상환경에서 사전에 실험하고 검증할 수 있게 하며, 국민이 AI 기술을 보다 직관적으로 이해하고 활용할 수 있는 몰입형 환경을 제공한다. 특히 물리적 접근성이 낮은 지역이나 사회적 취약계층에게도 고품질의 공공 서비스를 제공할 수 있다는 점에서, 가상융합은 AI 기본사회의 보편적 접근성을 강화하는 핵심 인프라로 기능할 수 있다. 가상융합은 코로나19 기간 동안 높은 기대를 받았으나, 실제 활용이 게임이나 이벤트 중심 서비스에 머무르고 사용자에게 명확한 가치 제안을 제공하지 못하면서 기대에 비해 확산 속도가 제한적이었다. 또한 고가의 장비, 제한된 콘텐츠, 지속 가능한 비즈니스 모델 부족 등이 산업 발전의 제약 요인으로 작용하였다. 그러나 최근에는 생성형 AI의 발전과 XR 디바이스의 기술적 개선을 바탕으로 가상융합 서비스의 개인화와 몰입도가 높아지고 있으며, 교육·제조·국방·의료 등 다양한 산업 분야에서 가상 시뮬레이션, 원격 협업, 직무훈련 등 실질적인 활용 사례가 가시화되면서 산업의 재도약 가능성이 높아지고 있다. 본 보고서는 국가인공지능전략위원회의 「대한민국 인공지능 행동계획」에서 제시된 AI 기본사회 주요 과제를 중심으로, 가상융합이 실제 정책 실행 과정에서 어떻게 활용될 수 있는지를 구체적으로 제시한다. 우선 사회적 합의 형성 측면에서는 가상공간에서 AI 정책의 영향을 시뮬레이션하고 아바타 기반 토론을 통해 다양한 이해관계자가 참여하는 공론장을 구축함으로써 정책 수용성을 높일 수 있다. 또한 디지털 트윈 기반 리빙랩을 통해 사회 문제 해결을 위한 AI 기술을 가상환경에서 실험하고 검증할 수 있으며, 가상 오피스와 가상 직무훈련을 통해 AI 전환에 따른 일자리 변화와 재교육 문제에도 대응할 수 있다. 이와 함께 가상융합은 돌봄과 의료 분야에서도 활용 가능성이 크다. 가상현실 기반 인지훈련과 아바타 상담을 통해 고령층의 정서적 돌봄을 지원하고, 가상 원격 협진이나 환자 디지털 트윈을 활용한 의료 시뮬레이션을 통해 의료 접근성을 개선할 수 있다. 또한 딥페이크나 금융 사기 등 AI 기반 범죄 대응을 위해 가상환경에서 실제 범죄 상황을 체험하고 대응하는 교육을 제공하거나, 아바타 기반 상담을 통해 피해자의 심리적 회복을 지원하는 방식도 제안된다. 나아가 가상 캠퍼스와 산업 공정 디지털 트윈을 활용한 교육 프로그램을 통해 국민 누구나 AI 교육과 실무 경험에 접근할 수 있는 환경을 구축함으로써 지역과 계층 간 AI 교육 격차를 완화할 수 있다. 종합적으로 볼 때 가상융합은 AI 공론장 구축, 사회문제 해결 실험, 일자리 전환 대응, 돌봄·의료 서비스 확대, 생활 안전 강화, 교육 역량 강화 등 다양한 분야에서 AI 기본사회를 구현하기 위한 공간적 인프라이자 정책 실험 플랫폼으로 활용될 수 있다. 다만 과거 일부 공공 가상융합 프로젝트가 일회성 행사나 전시성 구축에 그쳤던 사례를 반복하지 않기 위해서는 단순한 가상 공간 구축에 머무르지 않고, 실제 정책 효과와 서비스 활용 가치를 창출할 수 있는 지속 가능한 운영 모델과 성과 중심의 정책 설계가 함께 마련될 필요가 있다. Executive Summary As AI technologies rapidly spread across industry and society, AI is entering a stage where it functions as a universal social infrastructure comparable to electricity, water, and the internet. In response, the Republic of Korea has proposed the concept of an “AI Basic Society,” in which AI technologies ensure the basic quality of life and safety of all citizens, as a national strategy. Under this vision, AI-driven innovation is being promoted across a wide range of public service sectors, including healthcare, education, welfare, and finance. The AI Basic Society aims to build an inclusive society in which the benefits of technological advancement are not concentrated in specific groups but are distributed fairly among all citizens. To achieve this, practical implementation infrastructure is required so that citizens can experience and benefit from AI services in their everyday lives. In this context, virtual convergence technologies—such as XR and digital twins—can play a critical role as spatial interfaces connecting the physical and digital worlds. Virtual convergence makes it possible to overcome spatial and temporal constraints, enabling various social issues to be experimented with and verified in virtual environments before implementation in the real world. It also provides immersive environments through which citizens can more intuitively understand and utilize AI technologies. In particular, by enabling the provision of high-quality public services even in regions with limited physical accessibility or among socially vulnerable groups, virtual convergence can function as a key infrastructure that strengthens universal accessibility within an AI Basic Society. Virtual convergence attracted significant attention during the COVID-19 pandemic; however, its actual utilization remained largely centered on games or event-based services. As a result, it struggled to present clear value propositions to users, and its diffusion progressed more slowly than expected. In addition, high equipment costs, limited content, and the lack of sustainable business models acted as constraints on industry development. Recently, however, advancements in generative AI and technological improvements in XR devices have significantly enhanced the personalization and immersive qualities of virtual convergence services. At the same time, practical use cases—such as virtual simulations, remote collaboration, and job training—are expanding across various sectors including education, manufacturing, defense, and healthcare, increasing the potential for renewed growth in the industry. This report focuses on the major initiatives of the “Republic of Korea AI Action Plan” proposed by the National AI Strategy Committee and presents concrete ways in which virtual convergence can be utilized in the actual implementation of AI Basic Society policies. First, in terms of building social consensus, virtual spaces can be used to simulate the impacts of AI policies and establish public deliberation platforms where diverse stakeholders participate through avatar-based discussions, thereby enhancing policy acceptance. In addition, digital-twin-based living labs can enable AI technologies for solving social problems to be tested and validated in virtual environments. Virtual offices and virtual job training programs can also help address employment transitions and reskilling challenges associated with the AI transformation. At the same time, virtual convergence has significant potential in the fields of care and healthcare. Emotional support for older adults can be provided through virtual-reality-based cognitive training and avatar-based counseling, while medical accessibility can be improved through virtual remote collaboration among medical professionals and medical simulations using patient digital twins. Furthermore, to respond to AI-driven crimes such as deepfakes and financial fraud, immersive training programs can allow individuals to experience and respond to simulated crime scenarios in virtual environments, while avatar-based counseling can help support the psychological recovery of victims. In addition, education programs using virtual campuses and industrial process digital twins can create environments where anyone can access AI education and practical experience, thereby reducing AI education disparities across regions and social groups. Overall, virtual convergence can function as both a spatial infrastructure and a policy experimentation platform for realizing the AI Basic Society across various domains, including the establishment of AI public deliberation spaces, experimentation for solving social problems, responses to employment transitions, expansion of care and healthcare services, enhancement of public safety, and strengthening of educational capabilities. However, in order to avoid repeating past cases in which some public virtual convergence projects were limited to one-time events or exhibition-oriented initiatives, it is necessary to move beyond merely building virtual spaces and instead develop sustainable operational models and performance-oriented policy designs that can generate tangible policy outcomes and real service value.

Executive Summary AI smart glasses are emerging as a next-generation computing interface that goes beyond simple visual assistance devices by enabling artificial intelligence (AI) to recognize and interpret users’ gaze and surrounding environments in real time, thereby directly connecting digital information with the physical world. Whereas traditional personal computing has been structured around screen- and hand-based input and consumption, AI smart glasses signify a transition toward “gaze-centered computing,” in which the objects and spaces a user looks at themselves become data. Supported by advances in generative AI and multimodal AI, this shift is forming a new paradigm in personal computing. The AI smart glasses market is expected to demonstrate strong growth potential in the coming years. Globally, major technology companies such as Meta, Samsung Electronics, and Google are recognizing AI smart glasses as a next-generation platform and are accelerating competition to establish ecosystem leadership, while Chinese companies are rapidly expanding market entry based on their manufacturing competitiveness. At present, voice-centric AI smart glasses dominate the market, but the evolution toward AI smart glasses equipped with displays is anticipated. In the short term, AI smart glasses are likely to spread as gaze-based interfaces that complement smartphones. In the mid-term, they are expected to evolve into spatial interfaces capable of understanding contextual information within physical environments. In the long term, they are projected to advance toward a stage of “intelligent gaze,” in which AI interprets and augments human vision itself. These developments may trigger structural changes across multiple domains, including information discovery, decision-making processes, industrial workflows, and sectors such as advertising, education, and healthcare. In particular, AI smart glasses are expected to function as a primary device for generating first-person perspective data, serving as a key foundation for enabling context-aware intelligence in AI systems. At the same time, AI smart glasses face technical challenges such as improving battery life, reducing device weight, and expanding field of view, alongside social and institutional issues including privacy concerns, the potential widening of digital divides, and the need to secure social acceptance. As the technology is currently in its early adoption phase, societal expectations and concerns regarding privacy and safety coexist, placing the market in a transitional stage. Accordingly, this is a critical moment for policy intervention to balance technological diffusion with social acceptance. In this context, this study highlights the need for policy measures to strengthen industrial ecosystem competitiveness, establish proactive institutional frameworks in preparation for the era of gaze-centered computing, and develop inclusive policies to address emerging forms of digital inequality. Through this approach, the study aims to derive policy directions that enable AI smart glasses to be stably established as a new personal computing interface while generating both industrial and societal value.

    본 연구는 최근 산업 현장에서 제기되고 있는 AI 인력 부족 문제가 단순한 개발 인력의 양적 부족이 아니라, AI가 산업 전반으로 확산되는 과정에서 발생하는 역할 구조의 변화에서 기인한다는 문제의식에서 출발한다. AI 기술이 성숙 단계에 진입함에 따라 인력 수요는 모델 개발 중심에서 검증·운영·산업 적용 및 현업 활용 단계로 이동하고 있으나, 현행 AI인력 분류체계는 이러한 변화를 충분히 반영하지 못하고 있다. 현행 AI 인력 분류체계는 산업 실태조사와 통계 산출을 목적으로 개발자 및 직무 중심으로 설계되어 있어, AI 기술의 다변화와 산업별 적용 양상의 차이를 구조적으로 포착하는 데 한계가 있다. 그 결과, AI 인력 부족 문제는 ‘개발자 부족’이라는 총량적 문제로 단순화되고, 실제 산업 현장에서 병목으로 작용하는 검증·신뢰, 운영(MLOps), 산업(도메인) 적용, 비개발 직무 기반 AI 활용 인력은 정책적으로 충분히 반영되지 못하고 있다. 이러한 구조적 한계는 인력 수급 전망의 정확성을 저하시킬 뿐 아니라, 인재양성 정책과 산업 수요 간 괴리를 심화시키는 요인으로 작용한다. 이에 본 연구는 AI 인력 분류 기준을 직무·직종 중심에서 AI 가치사슬 단계와 역할 중심으로 전환할 필요성을 제기한다. 기획·데이터·모델 개발뿐 아니라 검증·평가·운영·확산·산업 적용 전 과정을 포괄하는 관점에서 인력을 재구성함으로써, AI 인력 부족 문제를 가치사슬단계별, 역할별 구조 문제로 진단할 수 있는 분석 틀을 제안한다. 또한 이러한 분류체계를 인력의 유형과 수준(level) 체계와 연계함으로써, 향후 AI 인력의 수급(demand-supply) 전망과 교육·훈련 정책 설계에 활용 가능한 정책 인프라로의 확장 가능성을 제시한다. 정책적 시사점으로는 AI 인력 정책의 초점을 개발자 양성 중심에서 산업 전환을 지원하는 인력 구조로 전환할 필요가 있음을 제시한다. AI 활용이 본격화될수록 산업별 요구 역량은 더욱 분화되므로, 공통적인 AI 기초역량과 산업별 특화된 전문역량을 구분하여 체계적으로 양성할 필요가 있다. 가치사슬 기반 인력 분류체계로의 전환은 이러한 정책적 전환의 출발점으로서, 향후 한국 AI 산업의 경쟁력과 AX 성과를 좌우하는 핵심적인 정책 인프라로 기능할 것으로 기대된다. Executive Summary This study is motivated by the premise that the AI workforce shortage recently observed in industrial contexts is not merely a quantitative shortage of development personnel, but rather a structural issue arising from changes in role configurations during the diffusion of AI across industries. As AI technologies enter a stage of maturity, workforce demand is shifting from a focus on model development toward stages such as validation, operations, industrial application, and field-level utilization. However, existing workforce classification systems and policy frameworks have not adequately captured these evolving patterns. The current AI workforce classification system is designed primarily around developers and job functions, which constrains its ability to systematically capture the diversity of AI utilization across industries and the transformation of role structures. As a result, the AI workforce shortage is often reduced to a quantitative notion of a ‘developer shortage’, while critical roles—such as validation and trust, operations (e.g., MLOps), domain-specific application, and AI utilization in non-development functions—remain insufficiently reflected in policy, despite constituting key bottlenecks in practice. These structural limitations not only undermine the accuracy of workforce supply–demand projections but also exacerbate the misalignment between talent development policies and actual industry needs. In response, this study proposes a shift in AI workforce classification from a job- and occupation-based approach to a framework centered on AI value chain stages and roles. By conceptualizing the workforce across the entire AI lifecycle—including planning, data, model development, validation, evaluation, operations, diffusion, and industrial application—this study presents an analytical framework that diagnoses AI workforce shortages not as a matter of aggregate quantity, but as structural imbalances across stages and roles. Furthermore, by linking this classification system with workforce types and skill-level frameworks, the study highlights its potential to serve as a policy infrastructure for workforce demand–supply forecasting and the design of education and training systems. From a policy perspective, the findings suggest the need to shift the focus of AI workforce policy from developer-centric training toward building workforce structures that enable industry-wide AI transformation. As AI adoption becomes more widespread, the competencies required become increasingly differentiated across industries; therefore, it is necessary to systematically cultivate both common foundational AI capabilities and industry-specific specialized competencies. The transition to a value chain–based workforce classification system represents a critical starting point for this policy shift and is expected to serve as a key foundation shaping the future competitiveness of the Korean AI industry and its AI-driven transformation(AX).

    AI 기술의 경제적 가치 실현에는 상품 또는 서비스로 전환하고 지속가능한 비즈니스 모델을 구축하여 생산·판매하는 사업화 과정이 필수적이다. 이러한 기술사업화 과정은 기술집약적인 분야일수록 고도의 기술적 이해와 전문지식이 중요하다. 이에 고급 AI 인재는 AI 기술의 경제적 가치를 최대치로 실현해낼 잠재력을 보유하고 있다고 볼 수 있으며, AI에 관한 전문지식과 기술을 보유한 고급 AI 인재들을 ‘기업가형 인재(entrepreneurial talents)’로 양성해야 한다는 주장이 제기된 바 있다. 여기서 기업가(entrepreneur)란, 기회를 탐색·추구하고 혁신을 도모하며 새로운 가치 창출을 실천하는 주체를 의미한다. 요컨대, AI에 대한 전문지식 및 활용능력을 바탕으로 기업가정신을 발휘하여 새로운 사업 기회를 추구하는 ‘기업가형 AI 인재’를 양성해야 한다는 것이다. 본고에서는 상기와 같은 논의의 흐름에서 객관적 현황 파악 및 정책 근거 확보를 목적으로 국내 고급 AI 인재를 대상으로 기업가정신 현황과 창업에 대한 인식 파악을 위해 자체 실시한 설문조사 결과를 분석한다. 조사 대상인 고급 AI 인재는 AI 기술 관련 전공(분야)의 석·박사급 인재로 정의되며, 구체적으로 AI 기술 관련 전공 대학원생(석·박사과정)과 AI 기술 관련 전공으로 석·박사학위를 취득하여 공공부문/산업계에 종사하고 있는 직장인(경력자) 715인을 대상으로 설문조사를 실시하였다. 다음으로, 국내 고급 AI 인재의 창업 의지에 영향을 미치는 요인을 확인하기 위해 계량경제학적 기법을 활용한 실증연구를 실시하였다. 창업은 기업가정신을 발휘하는 행동 중 가장 ‘적극적’이고 ‘위험감수적’인 행동으로 간주된다는 점에서, 이 같은 행동 의지에 대해 기업가적 특성, 태도 및 인식, 창업 관련 경험, 주변 환경 등이 어떠한 영향을 미치는지 확인하고자 하였다. 국내 기업의 디지털 인재 소싱과 관련한 주요국들은 각기 다른 기회와 도전과제를 제시한다. 미국은 세계 최고 수준의 인재가 모인 혁신 생태계의 중심이지만, 막대한 인건비와 최근 강화된 비자 정책이 큰 변수다. 미국 인재 활용은 높은 비용을 감당할 수 있는 소수정예 R&D 팀 단위의 '셀 단위 스카우트'와 비동기식 협업이 효과적일 것이다. 베트남은 풍부하고 젊은 인력 바탕의 인건비 효율성과 정부의 강력한 육성 의지가 강점이나, 아직 최상위급 AI 인재는 부족하고 문화적 차이 극복 노력이 필요하다. 따라서 '한국인 기획자 + 베트남 개발자' 조합으로 품질과 소통의 간극을 메우고, 핵심 기능은 직접고용, 변동적 과제는 아웃소싱을 병행함이 유리할 수 있다. 인도는 압도적 규모의 인력 풀과 뛰어난 영어 소통 능력이 장점이나 인재 간 역량 편차가 크고 복잡한 현지 노동법규가 진입장벽이다. 따라서 채용 리스크 관리를 위해 다단계 검증 파이프라인을 구축하고, 초기에는 EOR을 활용해 법적 부담을 최소화하는 접근이 필요하다. 일본은 대규모 DX 시장의 도래와 지리·문화적 근접성이 기회요인이지만, 신기술 인력난과 특유의 더딘 의사결정 문화는 고려사항이다. 일본의 경우 최근 활성화된 부업 인재를 유연하게 활용하고, 현지 파트너십을 통해 신뢰를 쌓으며 리스킬링 프로그램 등을 통해 시장에 진입하는 장기적 관점이 요구된다. 연구 결과, 국내 고급 AI 인재는 기술적 역량 기반 혁신 지향성이 강하며 잠재력이 많지만, 기술의 가치를 실현하는 데 필요한 역량·경험과 심리적 기반은 부족한 것으로 나타났다. 이는 고급 AI 인재의 도전적으로 기회를 추구하는 행동이 실행 역량·경험과 환경적 제약에 민감하게 반응할 가능성이 높음을 시사한다고 볼 수 있다. 따라서 AI 인재가 역량·경험을 쌓으면서 점진적으로 높은 수준(소극적/보수적 → 적극적/위험감수적)의 기업가정신을 발휘해볼 수 있는 성장 경로와 환경을 체계적으로 조성하는 것이 중요하다. 결론적으로, 실전 경험 기회 및 기업가적 활동에 대한 노출도 확대, 창업에 대한 인식 제고 및 우호적으로 평가하는 문화적 토대 형성, 고급 AI 인재의 창업 - 취업 간 기회비용 격차 해소, AI 인재/교육 정책과 연관된 영역의 정책의 융합, 창업 네트워크 기반 지원 강화 등 정책적 시사점을 도출하였다. Executive Summary Realizing the economic value of AI technology necessitates a commercialization process—transforming technology into viable products or services underpinned by sustainable business models. As technology commercialization in knowledge-intensive domains demands advanced expertise, highly skilled AI professionals possess substantial potential to maximize the economic returns of AI innovation. Accordingly, there have been arguments for cultivating such professionals as "entrepreneurial talents"—individuals who leverage domain knowledge and technical proficiency to identify opportunities and create new value through entrepreneurial action. Against this backdrop, the present study conducts an original survey of advanced AI professionals in South Korea—defined as those holding or pursuing master's and doctoral degrees in AI-related fields, encompassing current graduate students and practitioners in public and private sectors—to assess their entrepreneurial orientation and related experience toward venture creation. An empirical analysis is then undertaken to identify the determinants of entrepreneurial intention, examining how entrepreneurial characteristics, attitudes, venture-related experience, and environmental factors influence the intention to start a business. The findings reveal that while Korea's advanced AI talent exhibits strong innovation orientation grounded in technical competence, these individuals lack the practical capabilities, experiential foundations, and psychological readiness to translate technological potential into economic value. This suggests that opportunity-seeking behavior among highly skilled AI professionals is acutely sensitive to deficits in execution capacity and environmental constraints. It is therefore critical to establish developmental pathways and supportive ecosystems enabling AI talent to progressively cultivate higher levels of entrepreneurial engagement—from passive orientations toward proactive, risk-tolerant action. The study concludes with policy implications including: expanding experiential opportunities and exposure to entrepreneurial activities; fostering cultural receptivity toward entrepreneurship; narrowing the opportunity-cost gap between venture creation and conventional employment; integrating AI talent policies with adjacent policy domains; and strengthening entrepreneurial network infrastructure.

    국내 디지털 인력 부족, 특히 AI 분야의 인재난은 고질적인 문제를 넘어 국가 경쟁력을 위협하고 있다. 이미 글로벌 원격업무가 자리 잡고 국내 AI 인재의 해외 유출이 지속되는 상황에서, 기존의 물리적 유치 중심 정책만으로는 해외 인적자원 확보에 한계가 있다. 따라서 본고를 통해 해외 거주 디지털 인재를 우리 기업이 유연하게 활용하는 'Two-Track 전략'의 필요성을 제기한다. 이를 위해 글로벌 디지털 인재 소싱 주요국(미국, 베트남, 인도, 일본)의 인력 시장 특성과 장단점을 심층 분석하여, 우리 기업과 정부가 실행할 수 있는 실질적인 해외 거주 인재 활용 방안과 정책적 시사점을 도출하였다. Executive Summary Korea’s shortage of digital talent—especially in AI—has progressed from a chronic concern to a direct threat to national competitiveness. With global remote work now firmly established and the continued outflow of Korea’s AI talent, policies focused solely on physical relocation are no longer sufficient to secure global human resources. This report therefore advances the need for a “Two-Track Strategy” that enables Korean firms to flexibly leverage overseas-based digital talent. To that end, we provide an in-depth analysis of the labor-market characteristics and the strengths and weaknesses of key sourcing countries—the United States, Vietnam, India, and Japan—and derive practical measures and policy implications that Korean companies and the government can implement to utilize talent residing abroad. By “global digital talent,” we mean professionals who not only possess digital and AI capabilities but also exhibit “global mobility” and the proactiveness to seek growth opportunities across borders. In this report, “overseas-based digital talent” refers to global digital talent residing outside the Republic of Korea. Each of the major countries relevant to Korean firms’ digital-talent sourcing presents distinct opportunities and challenges. The United States remains the world’s premier innovation hub, concentrating top-tier talent, but extremely high labor costs and recently tightened visa policies are major constraints. For the United States, a targeted approach is advisable: recruit small, elite R&D “cells” and structure work for effective asynchronous collaboration. Vietnam offers cost efficiency grounded in a young, abundant workforce and strong government commitment, yet it still lacks sufficient top-tier AI specialists and requires sustained effort to bridge cultural differences. A practical model for Vietnam is to pair Korean planners/product managers with Vietnamese developers to close quality and communication gaps, combining direct hires for core functions with outsourcing for variable tasks. India provides a vast talent pool and strong English proficiency, but capability dispersion across candidates is wide and local labor regulations are complex. To manage hiring risk in India, companies should build multi-stage assessment pipelines and, at the outset, consider Employer-of-Record (EOR) arrangements to minimize legal exposure. Japan presents a growing DX market and geographic-cultural proximity, but faces shortages in cutting-edge skills and characteristically slow decision-making. In Japan, firms should flexibly tap the expanding “side-job” talent base, cultivate trust through local partnerships, and adopt a long-term entry strategy that includes reskilling programs. In this context, the conclusion identifies four overarching policy directions and presents detailed follow-up tasks: (1) innovating the legal and institutional infrastructure to enable the cross-border utilization of digital talent; (2) establishing a data-driven, trustworthy system to source overseas talent and validate its effective deployment; (3) strengthening cross-border collaboration capabilities and further advancing the enabling environment; and (4) building tailored talent pipelines and R&D ecosystems centered on strategic hubs. As digital and AI talent increasingly define the competitiveness of firms and nations alike, Korea must complement the traditional paradigm of “attracting” talent with a more flexible mindset of “utilizing” talent worldwide. We hope that the country-specific strategies and policy recommendations presented here will help alleviate domestic labor shortages and enhance Korea’s global competitiveness.
