인공지능 인재의 새로운 보고(寶庫), 신남방·신북방 국가

    • 우리나라 역시 인공지능대학원 등 주요 인재양성과정을 통해 충분한 인재를 배출할 때까지 인공지능 인재 수요를 충족시키기 위한 해외 인재 유치가 필요하다. 하지만 인재가 비교적 풍부한 인공지능 선도국은 급여수준, 근로여건 등이 우수하여 이들 국가로부터의 인재 유치는 제한적이다. 따라서 실효성 높은 해외 인재 유치를 위해 소득 수준이 높지 않은 신흥국 중에서 우수한 인재를 보유한 숨겨진 우량 국가를 발굴할 필요가 있다. 특히, 우수한 공학 교육·연구 기반을 보유했으며, 우리나라와 문화, 경제, 기술, 인적 교류를 활발히 진행 중인 신남방·신북방 국가에 주목할 필요가 있다. 이번 연구는 신남북방 및 주변국가의 인공지능 인재 수준을 분석·평가하고, 이들 국가로부터 우수한 인재를 유치하기 위한 방안을 논의하고자 한다.
    • 신남북방 국가의 인공지능 인재 분석은 다음의 절차로 진행했다. 우선, △신남북방 국가별 지난 5년간 인공지능 연구의 양적 수준을 파악했다. 이어서 △국가별 인공지능 스타트업 개수 및 종사자 규모를 통해 인공지능 산업 수준을 파악한 후, △신남북방 소재 인공지능 교육기관의 수준을 분석했다. 마지막으로 △국가별 인공지능 상위 연구자 500명의 수준(h-Index)과 신남북방 상위 100위 연구자의 국가별 분포를 파악했다.
    • 주요 결론은 다음과 같다. 신남북방 국가에는 인공지능 역량이 우수한 것으로 널리 알려진 인도, 대만, 싱가포르(이상 All Star) 외에 다수의 인공지능 강국이 포함되어 있다. 우선, 말레이시아, 인도네시아, 터키, 러시아, 폴란드(이상 Hidden Star)는 세계 20위권의 연구 실적을 보유하고 있다. 또한 파키스탄, 베트남(이상 Rising Star)은 세계에서 가장 빠른 속도로 인공지능 연구 역량이 성장하고 있다.
    • 신남북방 국가에는 약 2천 여 개의 인공지능 분야 스타트업이 존재하며, 종사자는 9만 명 수준이다. 특히, 인도, 싱가포르, 폴란드, 러시아는 인공지능 스타트업을 100개 이상 보유했고, 신남북방 지역 인공지능 스타트업 종사자의 70% 이상을 차지한다. 또한 우크라이나, 체코, 에스토니아, 헝가리 등 동유럽 국가 일부에서 인공지능 스타트업이 활성화 되어 있다는 점도 주목할 만하다.
    • 또한 싱가포르, 러시아, 인도, 말레이시아, 대만, 인도네시아 등 6개 국가는 글로벌 수준의 인공지능 교육 기관을 보유하고 있다. 6개 국가 외에 터키, 폴란드, 체코, 파키스탄, 슬로베니아, 태국, 헝가리 등 총 13개 국가는 우리나라 10위권 인공지능 대학 수준의 교육 기관을 총 56개 보유하고 있다.

    • 분석 결과를 바탕으로 신남북방 국가의 인공지능 인재 유치를 위한 시사점을 제시하였다. 우선, 신남북방에도 우수한 인공지능 인재가 분포되어 있기에, 기존 선진국 중심의 인재 유치 사업을 신남북방 주요 국가로 확대할 필요가 있다. 특히, 10개 우수 국가(Star Countries)를 중심으로 인공지능 교수 및 석·박사 유치 사업을 추진할 필요가 있다. 또한, 인공지능 스타트업이 활성화 된 국가를 대상으로 산업 인력을 유치하는 정책 수단을 발굴해야 한다. 이를 위해 해외 협력 거점 네트워크를 보유한 공공기관을 통해 국가별 산업 인력 현황을 파악하고, 국내 인력 수요 기업과 연계하는 방안을 제언했다. 50여 개에 달하는 인공지능 우수 교육기관을 대상으로 국내 기관과의 공동연구 및 학생 교류 사업도 필요하다. 이를 통해 신남북방 인재의 국내 유입을 적극 추진하되 국내에 유치하지 않고도 이들의 연구역량을 활용할 수 있도록 현지 연구협력센터 설립 등도 고려할만 하다. 마지막으로 신남북방 최고수준 연구자를 대상으로 AI 스타랩을 운영하고 장기적으로 국내 교원으로 유치하는 방안을 추진할 필요가 있다.

    • As the maturity of artificial intelligence technology increases, the number of companies adopting artificial intelligence in various industries is increasing. Along with this, the demand for talented people with artificial intelligence capabilities is also increasing, but as it takes a long time to training talent, the shortage of talent is expected to intensify. Therefore, as the competition for talent between countries to resolve the AI talent shortage intensifies, there is a high concern that countries with a talent outflow will face a serious talent shortage.
    • In Korea, it is also necessary to attract foreign talents to meet the demand for artificial intelligence talents until sufficient talents are produced through major human resources training courses such as artificial intelligence graduate schools. However, AI leading countries with relatively rich talents have excellent salary levels and working conditions, so attracting talent from these countries is limited. Therefore, in order to attract highly effective foreign talent, it is necessary to discover hidden superior countries with excellent digital talent among emerging countries with low income levels. In particular, it is worth paying attention to the New Southern and New Northern countries, which have an excellent engineering education and research base, and are actively engaged in cultural, economic, technological, and human exchanges with Korea. This study analyzes and evaluates the level of artificial intelligence talent in the new north and south and neighboring countries, and discusses ways to attract excellent talent from these countries.
    • The analysis of artificial intelligence talents in the New South and Northern countries was conducted in the following procedure. First of all, △we identified the quantitative level of artificial intelligence research in the past five years by new north and south countries. Subsequently, △the level of the artificial intelligence industry was identified through the number of artificial intelligence startups by country and the size of workers. In addition, △we identified the level of artificial intelligence educational institutions located in the new north and south. Finally, △The level of the top 500 AI researchers by country (h-Index) and the distribution of the top 100 researchers in the New North and South by country were analyzed.
    • The conclusions are as follows. In addition to India, Taiwan, and Singapore (All Star), which are widely known for their excellent AI capabilities, a number of AI powerhouses are included in the New Northern Countries. First of all, Malaysia, Indonesia, Turkey, Russia, and Poland (Hidden Star) have the world’s top 20 research achievements. In addition, Pakistan and Vietnam (above Rising Star) are growing their AI research capabilities at the fastest pace in the world.
    • There are about 2,000 startups in the New South and Northern countries, with 90,000 employees. In particular, India, Singapore, Poland, and Russia have more than 100 AI startups, accounting for more than 70% of AI startups in the new north and south regions. It is also noteworthy that AI startups are active in some Eastern European countries such as Ukraine, Czech Republic, Estonia, and Hungary.
    • In addition, six countries, including Singapore, Russia, India, Malaysia, Taiwan and Indonesia, have global-level AI education institutions. In addition to these six countries, a total of 13 countries including Turkey, Poland, Czech Republic, Pakistan, Slovenia, Thailand, and Hungary have 56 educational institutions at the level of Korea’s top 10 AI universities.

In particular, it is necessary to promote a project to attract professors and master’s and doctors in artificial intelligence centering on 10 Star Countries. In addition, it is necessary to discover policy measures to attract industrial manpower to countries where artificial intelligence startups are active. To this end, through public institutions that already have a network of overseas cooperation bases, it was suggested to understand the current status of industrial manpower by country and to link it with companies that require domestic manpower. Joint research and student exchange projects with domestic institutions are also needed for 50 or so excellent artificial intelligence educational institutions. Through this, it is worth considering the establishment of a local research cooperation center to actively promote the influx of new North and South AI talents to Korea, but to utilize their research capabilities without attracting them to the country. Lastly, it is necessary to promote a plan to operate AI Star Lab targeting the best researchers in the new north and south, and to attract domestic teachers in the long term.
