    • 세계 주요국은 SW·AI 분야의 인재 양성을 위해 다양한 시도를 하고 있으며, 고급·전문 인재 양성뿐만 아니라 초·중등 단계부터의 체계적인 교육을 통한 인재 양성 기반 구축과 미래 시대를 살아갈 아이들에게 요구되는 디지털 소양을 길러주기 위해 노력하고 있다.
    • 이처럼 전 세계적으로 초·중등 단계부터의 정보·컴퓨팅 교육의 중요성을 강조하고 있음에도 불구하고, 해외 주요국과 비교했을 때 우리나라가 어느 정도로 체계적인 정보·컴퓨팅 교육을 실행하고 있는지에 대한 객관적인 정보가 부족한 상태이다.
    • 본 연구의 목적은 우리나라가 해외 주요국과 비교해 어느 수준의 초·중등 정보·컴퓨팅 교육을 실행하고 있는지 객관적인 위치와 현황을 진단해, 향후 국가 수준의 교육과정 개정 및 교육 정책을 수립하는데 참고할 수 있는 기초 자료를 제공하는 것에 있다.
    • 이를 위해, 본 연구는 정보·컴퓨팅 교육 실행 수준을 ‘초·중등학교 내 체계적인 정보교육을 위한 국가수준의 실행 정도’로 조작적 정의하고 이를 측정하기 위한 지표와 지수를 개발한다. 특히, 지속 가능한 측정 모델 도출과 디지털 소양 교육 및 컴퓨팅 사고력 교육을 균형감 있게 고려한 지표를 개발하고 이를 토대로 해외 주요국의 수준을 측정해 관련 시사점을 도출하고자 한다.
    • 3. 연구 구성 및 범위
    • 본 연구는 해외 주요국의 정보·컴퓨팅 교육 실행 수준을 객관적으로 진단하기 위한 지표 개발과 이를 활용한 지수 산출 및 각국의 수준을 측정한다. 이를 위해 정보·컴퓨팅 수준 측정과 관련한 연구 문헌을 살펴보고, 해외 주요국의 정보·컴퓨팅 현황을 정리한다. 이후, 전문가 검토 과정을 통해 ‘정보·컴퓨팅 교육 실행 수준’에 대한 조작적 정의와 세부 지표를 개발하고 해외 주요국을 대상으로 분석한다. 그리고 정보·컴퓨팅 교육 실행 수준과 학생들의 디지털에 대한 인식 및 태도 간의 관계 분석을 통해 정보·컴퓨팅 교육 실행 수준의 의미를 다각적으로 살펴보고 향후 발전 방안을 논의한다.

    • 4. 연구 결과
    • 정보·컴퓨팅 교육 실행 수준 분석 결과와 함께, 정보·컴퓨팅 교육 실행 수준이 갖는 의미와 실효성을 다각적으로 살펴보기 위해 디지털에 대한 학생들의 인식 및 태도 수준과의 관계를 분석한 결과를 살펴보면 다음과 같다.
    • 가. 국제 정보·컴퓨팅 교육 실행 수준 분석 결과
    • 우선 국제 정보·컴퓨팅 교육 실행 수준을 살펴보면 다음과 같다. 첫째, 정보·컴퓨팅 교육 실행 수준은 <표 ⅰ-1>과 같이 미국(SF)1)이 가장 높게 나타났고, 뒤를 이어 호주, 뉴질랜드 영국, 덴마크 순이었다. 우리나라는 15개국 중 8위(미국 포함 시 9위)로 평균보다 낮게 나타났다.

    • 둘째, 하위 영역별 결과를 살펴보면, 우선 학교 교육과정 내 교과 편제를 통해 시행 수준을 의미하는 교과 영역은 영국, 호주, 미국(SF), 일본, 뉴질랜드, 터키 순으로 높게 나왔으며 우리나라의 경우, 초등학교와 중학교에서 정보·컴퓨팅 교육을 필수로 운영하여 평균 이상의 수준을 보였으나 낮은 수업 시수로 인해 15개국 중 6위(미국 포함 시 7위)로 나타났다. 다양한 교과 내 활용 및 정보기기 접근성 등을 의미하는 활용 영역을 살펴보면, 싱가포르, 뉴질랜드, 미국(SF), 덴마크, 영국, 스웨덴 순으로 높게 나타났으며 우리나라는 8위(미국 포함 시 9위)로 나타났다. 특히, 우리나라는 정보교육 활용 정책 수립과 관련한 요인의 점수가 낮게 나타났다.

    • 셋째, 각국이 정보·컴퓨팅 교육을 실행하며, 어느 영역을 더욱 강조하고 있는지 살펴보면, <그림 ⅰ-1>과 같이 미국, 호주, 영국, 터키, 일본은 정보·컴퓨팅 교육 실행 수준에서 상대적으로 교과 영역을 강조하는 양상을 보였다. 반면, 덴마크, 싱가포르, 에스토니아, 핀란드, 벨기에는 활용 영역을 강조하고 있는 것으로 나타났으며, 우리나라는 평균과 유사하게 나타났다.
    • 나. 국제 정보·컴퓨팅 교육 실행 수준과 디지털에 대한 인식 및 태도 관계 분석
    • 정보·컴퓨팅 교육 실행 수준과 디지털에 대한 인식 및 태도 간의 상관관계와 위계적 회귀분석 결과를 살펴보면 다음과 같다.
    • 첫째, 우리나라의 디지털에 대한 인식 및 태도 수준은 15개국 중 13위(미국 포함 시 14위로) 나타났다. 둘째, 정보·컴퓨팅 교육 실행 수준과 디지털에 대한 태도의 상관관계를 산점도와 회귀선을 통해 살펴보면 [그림 ⅰ-2]와 같이 유의미한 상관관계를 가지고 있는 것을 알 수 있다. 즉, 정보·컴퓨팅 교육 실행 수준이 높으면 디지털에 대한 태도도 높아지는 양의 관계가 있다.

    • 셋째, 정보·컴퓨팅 교육 실행 수준과 디지털에 대한 인식 및 태도 간 상관관계 분석 결과는 <표ⅰ-2>와 같다. 디지털에 대한 인식 및 태도에 대해 정보 교과 교육(r=-.018), 정보 활용 교육 경험(r=.113), 정보 접근성(r=.060), 교원 정보 역량(r=.081), 정보 교육 정책(r=.084)은 모두 상관계수가 통계적으로 유의하였다. 정보 활용 교육 경험, 정보 접근성, 교원 정보 역량, 정보 교육 정책은 정적 상관관계를 보였다. 다만, 정보 교과 교육은 부적 상관관계가 나타나 향후 심층적인 분석이 필요하다.
    • 넷째, 정보·컴퓨팅 교육 실행 수준과 디지털에 대한 인식 및 태도 간 회귀모형을 분석 결과는 <표 ⅰ-3>과 같다. 회귀모형 분석 결과, 교과 영역에서 정보 관련 교과 수업 시간은 회귀계수 .032로 통계적으로 유의한 변수로 나타났다. 그리고 활용 영역에서 정보 활용 교육 경험, 정보 접근성, 교원 정보 역량, 정보 활용 교육 정책은 모두 통계적으로 유의하였다. 분석 결과에서 교과 영역 중 독립 교과 운영과 필수 교과 운영변수는 모형의 구성에 따라 통계량 계수의 부호가 달라지는 억제 효과가 나타나 해석에서 제외하기로 한다.
    • 회귀모형 분석 결과를 살펴보면, 정보 관련 교과 수업 시간이 1점 높아지면 디지털에 대한 인식 및 태도가 0.032 높아지는 것으로 나타났다. 그리고 정보 활용 교육 경험이 1점 높아지면 디지털 인식 및 태도가 0.104 높아지며, 정보 접근성이 1점 높아지면 디지털 인식 및 태도가 0.041 높아지며, 교원 정보 역량이 1점 높아지면 디지털 인식 및 태도가 0.319 높아지며, 정보활용 교육 정책이 1점 높아지면 디지털 인식 및 태도가 0.052 높아지는 것으로 나타났다. 독립변수의 상대적 영향력은 정보 활용 교육 경험이 표준화 회귀계수 0.096으로 가장 높은 것으로 나타났다.
    • 이를 종합해 해석해보면, 정보 교과에 대한 교과 수업 시간이 길수록 디지털 인식 및 태도에 긍정적인 영향을 주었다. 정보 활용 교육이 많이 이루어지고, 정보 접근성이 높고, 교원 정보 역량이 높을수록, 그리고 정보 활용 교육 정책이 학교 구성원에게 잘 안내되고 공유될수록 디지털 인식 및 태도는 높아지는 것을 의미한다.
    • 5. 정책 제언
    • 본 연구는 향후 우리나라의 체계적인 정보·컴퓨팅 교육을 위해 다음과 같은 세 가지 정책 제언을 하였다.
    • 첫째, 정보 교과의 적정 수업 시수 확보를 위한 노력이 필요하다. 우리나라 정보·컴퓨팅 교육 실행 수준은 15개국 중 8위(미국 포함 시 9위)로 전체 평균값 이하로 나타났다. 단, 하위 영역을 살펴보면, 교과 교육 영역이 6위(미국 포함 시 7위)로 평균보다 소폭 높은 것을 확인할 수 있다. 특히 초등학교와 중학교에서 필수로 운영하는 편제 방식으로 인해 평균 이상으로 나타난 것으로 볼 수 있다. 다만, 상대적으로 적은 수업 시수 편성은 영국, 호주, 미국(SF) 등과 같은 주요 선진국 그룹으로 들어가는 데 큰 걸림돌이 되고 있다. 우리나라의 정보·컴퓨팅 교육 수업 시수에 대한 문제점은 다양한 연구를 통해, 교육과정 체계의 결여, 전문 교사 확보 및 교육 질 향상의 어려움 등의 주요 원인이 되고 있다는 지적이 있다.
    • 본 연구에서는 적은 수업 시수가 기존의 연구들이 제기한 문제뿐만 아니라 정보·컴퓨팅 교육 실행 수준의 상위권으로 가기 위한 장애 요인이 된다는 것을 확인했으며, 학생들의 디지털에 대한 인식 및 태도에도 유의미한 영향을 미치는 것으로 나타나 향후 해외 주요국 수준의 수업 시수 확보를 위한 노력이 절실히 필요하다는 것을 알 수 있다.
    • 둘째, 디지털에 대한 흥미, 책임감 등을 함양시키기 위한 교육 정책 강화가 필요하다. 본 연구에서는 디지털에 대한 인식 및 태도가 15개국 중 13위(미국 포함 시 14위)로 하위권인 것을 확인하였다. 이는 OECD 회원국 중 38개국을 대상으로 분석한 기존 연구의 결과와도 유사한 경향성을 보인다(김혜숙 외, 2019). 또한, 우리나라의 경우 사고력 교육에 비해 디지털 시민성 등에 대한 수준이 낮게 나타나고 있다는 연구의 지적과 같이 사고력 교육과 인식 및 태도 교육에 대한 균형 있는 지원이 필요하다(박하나 외, 2021; 옥현진&김자영, 2021).
    • 이러한 관점에서 본 연구는 정보·컴퓨팅 실행 수준과 디지털에 대한 인식 및 태도가 유의미한 상관관계를 갖는 것을 확인하였다. 이와 함께, 수업 시수와 정보 활용 교육 경험, 정보 접근성, 교원 역량, 정보 활용 교육 정책 요인이 디지털에 대한 인식 및 태도 유의미한 영향을 미치는 것을 확인할 수 있어 향후 이에 대한 적극적인 개선방안 마련이 필요하다.
    • 셋째, 정보·컴퓨팅 교육의 가치와 위상에 대한 재정립이 필요하다. 본 연구에서 상위권으로 나타난 미국(SF), 영국, 호주, 싱가포르 등의 국가의 특징을 살펴보면, 디지털 리터러시와 컴퓨팅사고력 함양을 위한 정보·컴퓨팅 교육을 수학, 과학과 같은 기초 학문이자 기본 소양 교육으로 학교 교육과정에 편제하고 있다는 것이다.
    • 우리나라도 최근 발표된 2022 개정 교육과정 주요 사항을 통해 디지털 소양을 언어, 수리와 함께 3대 기초 소양으로 설정하고, 총론과 모든 교과에 반영하고자 하는 등 디지털 대전환 시대를 대비하기 위한 노력을 하고 있다. 하지만, 아직 SW·AI에 대한 이해와 컴퓨팅사고력 중심인 정보 교육은 2015 개정 교육과정과 크게 변화가 없다. 이에, 정보·컴퓨팅 관련 교육을 미래 시대를 위해 필요한 핵심 교육이자 교과로 인식하고 더욱 적극적으로 강화할 방안을 마련해야 한다.
    • 6. 기대 효과
    • (정책적 활용) 본 연구는 향후, 우리나라의 정보·컴퓨팅 교육과 관련한 교과 교육과 활용 교육(디지털 리터러시)의 수준과 현황을 정확히 진단하는 기초 자료로 활용될 수 있다. 이는 교육과정을 개정하는데 있어서 필요한 근거 자료가 될 수 있으며 교육과정 개정을 넘어, 디지털 대전환 시대에 적절한 미래 교육 방향을 설계하는데 기초 자료가 될 수 있다.
    • (학문적 활용) 본 연구는 각국의 정보·컴퓨팅 교육의 현황을 객관적이고 정량적으로 측정하는 방안을 제안하였다. 본 연구에서 도출한 지표와 지수는 향후 더욱 체계적인 수준 측정 및 진단 연구를 위한 실마리를 제공하는 것으로서, 다양한 후속 연구를 통해 보완될 수 있을 것이다.
  • SUMMARY
    • 1. Title: Development and Analysis of Global K-12 Informatics·Computing Education Execution Index
    • 2. Purpose and Necessity of Research
    • Many countries in the world are trying various attempts to nurture talents in the SW/AI field. And not only to nurture advanced and professional talents, but also to build a talent nurturing ecosystem through systematic education from elementary and secondary levels and digital literacy required for children who will live in the future.
    • Despite the worldwide emphasis on the importance of informatics·computing education from elementary and secondary levels, objective information on how systematic informatics·computing education is in Korea is lacking compared to major foreign countries.
    • The purpose of this study is to diagnose the objective position and current status of Korea's elementary and secondary informatics·computing education compared to major foreign countries, and it can be used as a reference for establishing national-level curriculum revisions and educational policies in the future.
    • To this end, this study operationally defines the informatics·computing education execution level as ‘the national level of implementation for systematic information education in elementary and secondary schools’, and develops indicators and index to measure it. In particular, we intend to develop an index that considers a sustainable measurement model, digital literacy education, and computational thinking education in a balanced way, and measure the level of major overseas countries based on this, and finally draw implications for future education.
    • 3. Contents and Scope
    • This study develops an index to objectively diagnose the informatics·computing education execution level of major foreign countries, and measures the level of each country. To this end, this study examines literature review that related informatics·computing education, and summarizes the current state of informatics·computing education in major foreign countries. Afterwards, through an expert review process, operational definitions and detailed indicators for informatics·computing education execution levels are developed and analyzed for major foreign countries. Also, by analyzing the relationship between the informatics·computing education execution level and students' perceptions and attitudes toward digital, the meaning of the informatics·computing education execution level will be examined from various viewpoints and future development plans will be discussed.

    • 4. Results
    • This study analyzed the level of informatics·computing education execution. And in order to examine the meaning and effectiveness of informatics·computing education execution level from various viewpoint, the relationship between students' perception and attitude level toward digital was analyzed. The main contents are as follows.
    • a. Analysis of global informatics·computing education execution level
    • The level of global informatics·computing education execution is as follows. First, the level of informatics·computing education execution was highest in the United States (SF) as shown in , followed by Australia, New Zealand, the United Kingdom, and Denmark. Korea ranked 8th out of 15 countries (9th including the United States), which was lower than the average.

    • Second, looking at the results for each sub-area, the subject area, which means the level of implementation through curriculum organization within the school curriculum, was highest in the order of England, Australia, the United States (SF), Japan, New Zealand, and Turkey. In the case of Korea, informatics·computing education was mandatory in elementary and middle schools, which was above average, but it was ranked 6th out of 15 countries (7th including the United States) due to the low class hours. In terms of utilization areas, such as usage in various subjects and accessibility of information devices, Singapore, New Zealand, the United States (SF), Denmark, the United Kingdom, and Sweden showed the highest in the order, and Korea ranked 8th (9th including the United States). In particular, in Korea, the score of factors related to utilization policy establishment was low.
    • Third, looking at which areas each country is emphasizing more, it is shown in
      . USA (SF), Australia, UK, Turkey, and Japan showed a comparatively emphasizing subject area at the level of informatics·computing education execution. On the other hand, Denmark, Singapore, Estonia, Finland, and Belgium were found to emphasize the utilization area, and Korea showed similarity to the average.
    • b. Analysis of the relationship between informatics·computing education execution level and digital perception and attitude
    • The correlation between informatics·computing education execution level and digital perception·attitude are as follows. First, the level of perception and attitude toward digital in Korea was ranked 13th out of 15 countries (14th including the United States).

    • Second, looking at the correlation between the informatics·computing education execution level and the attitude toward digital, it can be seen that there is a significant correlation as shown in [Figure i-2]. In other words, there is a positive relationship in that the higher the informatics·computing education execution level, the higher the attitude toward digital.

    • Third, the results of correlation analysis between informatics·computing education execution level and digital perception and attitude are shown in . Subject education(area) (r=-.018), information utilization education experience (r=.113), information accessibility (r=.060), teacher information competency (r=.081), educational policies (r=.084) on digital perceptions were statistically significant. Information utilization education experience, information access, teacher information competency, and information education policy showed a positive correlation. However, informatics subject education shows a negative correlation, so an in-depth analysis is needed in the future.
    • Fourth, the results of analysis of the regression model between the informatics·computing education execution level and digital perception and attitude are shown in . As a result of the regression model analysis, the informatics-related subject class time in the subject area was found to be a statistically significant variable with a regression coefficient of .032. And in the field of utilization, information utilization education experience, information access, teacher competency, and information utilization education policy were all statistically significant.
    • Comprehensively, the higher the subject class time for the informatics subject, the more positive the effect on digital perception and attitude. And the more information utilization education is conducted, the higher the information accessibility, the higher the teacher information competency and the better the information utilization education policy is guided and shared with school members, the higher the digital perception and attitude.
      • 5. Implications and Conclusions
      • This study made the following three policy suggestions for systematic education in informatics·computing area.
      • First, it is necessary to make an effort to secure an appropriate class hours for informatics education in schools. Korea's informatics·computing education execution level was 8th out of 15 countries (9th inclusive of the US), which was below the overall average. However, looking at the sub-areas, it can be seen that the subject education area ranked 6th (7th in the case of the United States), slightly higher than the average. In particular, it can be seen that it was above average due to the organization system, which is a mandatory operation in elementary and middle schools. However, the relatively small number of class hours is a major obstacle to entry into major advanced countries such as the UK, Australia, and the US (SF). Through various studies, it is pointed out that the problem with the number of hours of informatics education classes in Korea is the main cause of the lack of a curriculum system, difficulties in securing professional teachers and improving the quality of education.
      • In this study, it was confirmed that the small number of class hours is not only a problem raised by previous studies, but also an obstacle to moving up to a higher level of informatics·computing education execution level, and it has been shown to have a significant effect on students' perceptions and attitudes toward digital. It can be seen that more efforts are needed to secure class hours at the level of major foreign countries in the future.
      • Second, it is necessary to strengthen education policies to foster interest and responsibility for digital. In this study, it was confirmed that perceptions and attitudes toward digital were ranked 13th out of 15 countries (14th in the case of the United States), which was the lowest. This trend is similar to the results of the previous study that analyzed 38 countries among OECD member countries. In addition, as the study pointed out that the level of digital citizenship is lower than that of thinking ability education in Korea, balanced support for thinking ability education and awareness and attitude education is needed.
      • From this point of view, this study confirmed that there is a significant correlation between the level of informatics·computing execution and the perception and attitude toward digital. At the same time, it can be confirmed that the class hours, information -utilizing education experience, information access, teacher competency, and information-utilizing education policy factors have a significant effect on digital perception and attitude, so it is necessary to prepare an active improvement plan in the future.
      • Third, it is necessary to re-establish the value and status of informatics and computing education. Looking at the characteristics of countries such as the United States (SF), United Kingdom, Australia, and Singapore, which were ranked at the top in this study, informatics and computing education for cultivating digital literacy and computational thinking skills is a basic study or subject such as mathematics and science in K-12 education.
      • Korea is also making efforts to prepare for the era of digital transformation by setting digital literacy as the three basic literacy along with language and numeracy through the recently announced 2022 revised curriculum. However, the informatics·computing-related subject has not changed significantly from the 2015 revised curriculum. Therefore, it is necessary to recognize informatics and computing education as a core subject necessary for the future and prepare a plan to further strengthen it.
      • 6. Expected effect
      • (Policy Application) This study can be used as basic data for accurately diagnosing the level and current status of informatics and computing education-related subject and digital literacy in Korea. The indicators and index derived from this study provide clues for more systematic measurement and diagnostic research in the future, and may be supplemented through various follow-up studies.
