유럽 공개SW 정책 분석 및 시사점

    • EU(European Union)은 2020년 10월 공개SW 전략을 새롭게 발표하였다. 공개SW(오프소스 SW)의 기술중립성, 재사용성·상호운용성, 개선효율성이 코로나19로 가속화된 디지털전환, 플랫폼·OS 독점으로 인한 디지털 주권, 회원국 간의 협력을 위한 상호운용성뿐만 아니라 공공과 기술 영역에서의 혁신을 가져올 것으로 판단한 것이다. 이를 위해 기존 전략과 대비해 거버넌스와 내부 역량 강화에 중점을 두고 전반적인 전환을 의미하는 ‘TRANSFORM’을 강조하였다.
    • 영국과 EU 회원국들은 각국의 목적에 따라 공개SW 정책을 추진하였다. 영국은 2017년 공개 SW 가이드를 발표하고 정부 디지털 전략에 반영하였다. 2021년에는 디지털전환 전담 기관의 정책·전략적 기능을 신설 조직 CDDO에 이관해 공개SW 정책적 기능과 리더십을 한층 강화하였다. 프랑스는 2000년 초부터 플랫폼 구축, R&D 지원, 가이드 배포를 통해 공개SW 활용을 촉진하였고, 입법과 전담기관 Etalab 설립으로 정책 추진의 기반을 조성하였다. 의회에서 2020년에 임무 보고서를 통해 범부처 공개SW 정책·전략 기관 신설이 제기되고, 2021년 연구혁신을 위해 연구 결과물로 공개SW를 인정하는 「2차 오픈 사이언스 국가 계획」을 발표하였다. 독일은 연방정부의 공개SW 전략 발표나 입법 추진은 이루어지지 않았지만, 슐레스비히-홀슈타인, 함부르크 등 지방정부 중심으로 공개SW가 적극적으로 활용되었다. 연방 CIO에서는 2021년에 공개SW의 범부처 정책·전략 수립 기능을 담당하게 될 디지털 주권 센터 ZenDis(가칭) 설립을 준비하고 있다. 이탈리아는 디지털행정법, 정부 예산법 등 입법을 통해 공개SW에 대한 법제화를 우선 추진하였다. 이를 바탕으로 AgID, Team Digitale 등 공개SW 전문조직을 개설하고 공개SW 커뮤니티 지원과 역량센터 설립을 통해 공개SW 협업·재사용 문화를 전파하였다. 스페인은 공공 솔루션 재사용 촉진을 위해 공개SW 포털 CTT를 개설하고, 이를 우선 검토하는 내용을 칙령과 법률로 강제하였다. 그리스는 중앙 정부의 정책이나 입법과정 없이 GFOSS와 같은 비영리 단체와 지방정부 중심으로 공개SW 역량센터 설립, 공개SW 솔루션 도입 등이 이루어졌다.
    • 국내에서도 코로나19로 인한 디지털전환 가속화 대응과 디지털 주권 강화, 국가연구개발 혁신 등을 위해 공개SW 활성화 정책을 추진할 필요가 있다. 국가전략, 지역확산, 연구개발 측면에서 각각 디지털전환 정책과의 연계와 공개SW 우선 선정을 위한 제도적 기반 마련, 지역에서의 공개SW 도입 활성화, 그리고 공개SW 국가연구개발 제도 개선이 요구된다. 유럽의 주요국에서 거버넌스 구축과 공개SW 역량 강화를 통해 공공과 연구개발 혁신을 도모하고 있다. 이들의 정책적 방향을 적극적으로 검토해야 할 시점이다.

    • EU(European Union) announced a new OSS(Open Source Software) strategy in October 2020. They determined that the technological neutrality, reuse and interoperability, and effective improvement of OSS would bring innovation to the field of not only public & technology, but also digital transformation accelerated by COVID-19, digital sovereignty due to platform & OS monopoly, interoperability for coorperation between member states. Compared to the existing policies, the new strategy focused on strengthening governance and internal capabilities emphasizing ‘TRANSFORM’.
    • The UK and EU member states promoted OSS policies according to each country's purpose, The UK published an OSS guide in 2017 and reflected it in the government digital strategy. In 2021, the office for digital transformation was moved to the newly estabilshed CDDO to strengthen policy and strategic functions for OSS. France has promoted OSS since the early 2000s by building a platform, supporting R&D, and distributing guidelines to encourage OSS usage. They also established an exclusive agency, Etalab. In 2020, the formation of a cross-ministerial OSS policy and strategy institution was suggested, while a national plan that recognizes OSS as research results are announced in 2021. In Germany, OSS was actively used by local governments although the federal government did not announce an OSS strategy. The federal CIO is preparing to establish ZenDis (tentative name) in 2021. Italy first promoted the legalization of OSS through legislation such as the Digital Administrative Act and the Government Budget Act, and OSS agencies and competency centers were established to spread collaboration and reuse culture of OSS. Spain opened an OSS portal CTT to promote reuse of public solutions, and non-profit organization GFOSS established OSS competency centers in Greece.
    • In Korea, it is necessary to promote OSS activation policies to respond to the accelerated digital transformation caused by COVID-19, strengthen digital sovereignty, and innovate national research and development. In terms of national strategy, regional expansion, and R&D, it is necessary to establish an institutional basis for linking with digital transformation policies and preferentially selecting OSS, activate the adoptions of OSS in regions, and improve the OSS national R&D system. European countries are promoting public and R&D innovation by establishing governance and strengthening OSS capabilities. It is necessary to actively review and consider their policy direction.
